三部门联合通报非法经营疫苗案最新进展
3月24日，国家食品药品监督管理总局、国家卫生计生委、公安部等三部委联合召开新闻发布会，通报非法经营疫苗案调查处置进展情况。记者从发布会上了解到，各地公安机关按照公安部的工作部署，成立了多警种联合工作专班对该案涉及的上下线逐一进行甄别查证，截至目前，已刑事立案69起，抓获涉案人员130名，封存二类疫苗2万余支。
　　据介绍，山东庞某等非法经营疫苗案件是近年来公安机关破获的涉及范围大、性质恶劣的重大非法经营药品案件。该案是去年在公安部部署开展打击食品药品犯罪“利剑”行动中，济南公安机关主动排查发现线索并立案侦办的。鉴于案情重大复杂，公安部对该案进行挂牌督办。前期调查取证工作已经取得阶段性进展，部分犯罪嫌疑人已经移送起诉。从目前查证的情况看，庞某累计购入疫苗款2.6亿元，销售款3.1亿元，违法所得近5000万元。
　　公安部相关负责人介绍，此次涉案疫苗并非由“黑工厂”生产销售，而是由正规药厂合法生产的正规疫苗。但在进入销售环节后，一些违法犯罪嫌疑人为牟取非法利润，在不具备法定资质的情况下进行销售，违反了国家关于药品经营的法律规定，其行为涉嫌非法经营罪。因此，此次案件查处工作中，各地均以非法经营罪立案侦查。
