一份2012年的判决书上，清楚地记录着：被告，长甸镇人民政府，因未履行合同义务，应赔偿原告周胜喜3931520元以及利息。
如今，从应当赔偿之日的1997年11月30日算起，已过去了18年了，赔偿额也已经变成了1700多万元。
“我们镇去年的财政拨款是90万，早几年还没有那么多，包括所有公职人员的五险一金、补助、奖金等，到现在还欠着一些员工的公积金，如今本金加利息已经累积到一个天文数字，这样下去永远还不上。”长甸镇田镇长说。
“按照目前累计的数额，以镇政府的偿还能力，就算不再计算利息，也要还200多年还上。”长甸镇政府宣传部阎姓工作人员说。
长甸镇出售政府企业转交原厂全部债务
1997年11月，55岁的周胜喜，从亲朋好友那里，凑了220多万元，参与了长甸镇集体企业长甸砂轮厂竞标。
“当时手里钱不多，又从亲戚朋友那里借了一些，答应等厂子有效益了，会连本带利还给他们。”周胜喜说。
法制晚报（微信ID：fzwb_52165216）记者了解到，1997年8月，宽甸满族自治县（以下简称宽甸县）县委县政府下发文件，决定进行乡镇企业产权制度改革。在这种背景下，长甸镇砂轮厂作为首个改制企业试点，在经宽甸县产权制度改革小组批准后，将长甸镇砂轮厂转让给周胜喜。
相关资料显示，该砂轮厂全部资产约为1034万元，其中固定资产约439万；无形资产约为33万元，其余为流动资产约为562万元。该厂总负债996万元。
经过10天的努力，周胜喜最终中标。1997年11月30日，他交纳220万元购买金，买断了砂轮厂的产权，于当日签署了《买断协议书（草签）》。次年2月11日，周胜喜正式签订了《长甸砂轮厂产权整体出售合同书》。合同中约定，长甸镇政府应将评估报告确认的资产转让给周胜喜，同时由周胜喜承担原厂的全部负债。
后经长甸镇政府与宽甸审计师事务所确认，总资产约1034万元，总负债996万元。
买方未按合同获流动资产法院判镇政府违约赔款
据了解，周胜喜，本科学历，拥有经济师职称，曾任宽甸县农行办公室主任，2002年10月退休。
“我们进行厂子交接时，镇政府没有将流动资产中的247万余元交付与我，这是严重违约。找镇政府一直不给解决，拖了3年之久。”周胜喜说。随后，他将长甸镇政府告上法庭。
周胜喜以自身权益遭损害，由于被告拖延3年，给企业生产造成困难为由，请求法院判令被告赔偿损失共393万余元及利息。
长甸镇政府辩护称：已全面履行了合同约定的各项义务，周胜喜所称的损失是原长甸砂轮厂的债权本身的风险造成的，并非长甸镇政府的过错。
2001年11月，丹东市中院判定，周胜喜已支付220万的企业价款，长甸镇政府没有完全履行合同义务，应向周胜喜赔偿所造成的损失393万余元及利息。
随后，长甸镇政府上诉至辽宁省高院，辽宁省高院发回重审，丹东市中院再审改判长甸镇政府胜诉，周胜喜上诉至辽宁省高院。
最后，辽宁省高院作出终审判决：由于长甸镇砂轮厂在资产评估及出售时，部分债权已不存在，长甸镇政府履行合同过程中将已经不存在部分债权作为有效债权加以评估，长甸镇政府作为出售方，存在过错，应承担相应的民事责任。赔偿周胜喜所造成的损失，393万余元及利息。
此时距离一审判决已经过去了3年。
“应该给我的钱不给我，能办的事也不办，其间找镇政府借钱，希望能让厂子先办起来，对方也不肯，只能眼睁睁地看着企业垮掉。”周胜喜说。
法制晚报（微信ID：fzwb_52165216）记者了解到，长甸镇政府将企业改革为民企时，存在过错，发生了未预料到的巨额债务，因镇政府无力偿还，周胜喜又收不回债务债权，造成损失近400万元，形成了一个恶性循环，如今本金加利息越积越高，俨然已经变成了一个天文数字。
以目前年还款额不再算利息要还200多年
上周五下午2点，《法制晚报》记者来到了位于丹东市宽甸县长甸镇的镇政府大楼，院门旁“为人民服务”的石匾上，“为”字已经脱落。
记者看到大楼共有4层，一层的门脸上，挂了7个相关机构的牌匾。在长甸镇镇长办公室内，记者见到了田镇长。记者留意到，20多平米的办公室内，摆放了1张简易床、1张简易沙发和两张破旧的办公桌椅及柜子外，再无其他摆设。
“不是我们不想还，光靠我们镇根本还不上这些钱，我还申请县里帮助解决。”知道记者的来意后，长甸镇田镇长激动地说。
为了证实自己不是恶意拖欠债务，田镇长向法晚记者出示了一份在2012年10月作出的长甸镇政府《关于化解周胜喜赔偿案的方案》的文件，文件指出：
周胜喜一案，从应赔付日算起，目前该赔偿案本金及利息已达1000多万元，仅偿还80余万。
鉴于该案为全县企业制度改革的试点，故恳请县委、县政府给予高度重视，予以解决。并建议解决方案：由于县乡两级财力有限，对于该案赔偿款本金部分，应先予以偿付。本金由县财政每半年安排资金30万元，每年可偿还60万元，三年可偿还完其本金，否则利息将逐年增加。对于赔偿款利息部分，再研究解决办法。
记者了解到，上述方案中的本金指的是长甸镇政府签订合同时，所欠的247万余元的流动资产。但方案因故没有执行。
据周胜喜称：按照银行的计算，长甸镇政府目前已累积欠款达1700多万元。
记者结合15年来共还欠款106万元，计算出镇政府平均年偿还能力约7万余元，得出的结论是：即使从现在开始停止累加利息，长甸镇政府也要还200多年。
对此，镇政府阎姓工作人员也表示：“按照目前累计的数额，以及镇政府的偿还能力，就算不再计算利息，也要还200多年还上。”
“90万，对于我们镇上来说本身都不够用。”田镇长诉苦。
“我们镇去年的财政拨款是90万，早几年还没有那么多，扣除花在镇政府所有公职人员身上的养老保险、医疗保险、住房公积金、补助以及奖金等，已经捉襟见肘。公积金和医保一起就要扣除60万，有些员工的公积金都欠了一年多。”
“现在这笔欠债的本金加利息已经累积到一个天文数字，这样下去永远还不上。”田镇长无奈地说。
政府大楼曾被查封因属企业援建未拍卖
“造成债权的主要原因是他人侵占，造成的损失应当由侵占人承担，不应该把责任划给政府。”田镇长称。
据法制晚报（微信ID：fzwb_52165216）记者了解，造成债权标的物无法交付的原因是，原砂轮厂六位销售员将清理建厂的压货款据为己有。
“既然最后法院判决镇政府赔付，我们就应当赔付。我们在尽最大的努力去还这笔钱。”田镇长说。
随后，田镇长向记者出示了一个“付款情况表”，上面显示：自2005年以来，长甸镇政府向周胜喜所支付的欠款，其中最小的一笔5000元，最大的一笔22万元，截至2016年3月共支付106万元。
“我们是真有财政困难，法院扣除的我们那笔22万款项，我们用了四五年时间，才弥补回来。后来，丹东法院为了催缴欠款，还意欲查封我们镇政府的大楼。”田镇长苦笑着说。
“2015年1月27日，我了解丹东市中院要查封长甸镇政府的大楼，拿来拍卖，这让我看到了希望，心想只要拍卖了，我就能拿到赔偿款了。然而，最后希望破灭了，不知因何原因，未能进入拍卖程序。”周胜喜叹气地说。
“法院曾准备查封我们镇政府大楼，在了解完镇政府大楼不是政府出资盖的，是由企业援建的情况下，就没再查封。”阎姓工作人员说。
老人体弱多病等待救命钱镇政府无力偿还
周胜喜对法晚记者说：“我也希望能把钱还上，但实在是无能为力，镇里也知道我生活困难，亲戚朋友都找我追债，我妻子重病的时候镇里还向县里申请债务补助10万元。”
记者看到2009年长甸镇人民政府“关于长甸镇砂轮厂转制产生债务给予补助的请示”中称：现债务已累计高达1300余万，而我镇每年可支配财力匮乏，的确无力执行法院判决，周胜喜目前妻子患重病，无钱医治。特申请县政府给予补助10万元，偿还债务，以解周胜喜燃眉之急。
“不止是镇里，县里也还不上这个钱，去年全县收入才4.5个亿，我们还是希望可以暂停利息，挂账，否则的话，这样下去永远还不起。”田镇长补充说。
“我的钱要不回来，我欠别的人钱也还不上，借别人的钱也是有利息的，到处找我追债，有的已经起诉我了。我已经十几年没睡过好觉了。”周胜喜深深地叹了一口气。
“今年我都74岁了，身体也不行了，诊断出有脑梗和糖尿病。我老伴也是因为没钱看病，耽误了治疗，已经去世了。如今我连看病的钱都没有，不知道还能活到哪一天，他们现在就是想等我死了了事。”
记者在周胜喜提供的解放军230医院的病例中看到，诊断结果为：多发性脑梗、2型糖尿病、糖尿病型视网膜病变、糖尿病型周围病变。
