  3月24日,21世纪经济报道记者从消息人士处获悉,本周二(3月22日)下午,上海相关监管部门召集各家银行开会,对最新房地产政策(银行信贷相关部分)进行调研和部署。不过,最终的政策将以25日上午上海市政府发布的文件为准。


  据该消息人士透露,周二的会议要点有以下三条:


  第一,房贷利率折扣统一上调为最低9折。而此前上海市场上,首套房已经普遍出现8.5折,以及个别低至8.2折、8.3折。二套房利率上浮基准10%也有银行在具体执行中突破。


  第二,执行“认房不认贷”政策。也就是说,不管首套房的贷款是否付清,只要名下已经有一套房,再买一套都算作第二套。而此前,上海地区执行“只认贷”政策。


  第三,二套房政策中,严格区分普通和非普通住房。普通二套房的贷款首付最低5成,非普通二套房最低为7成。而此前,上海银行业并没有严格区分普通和非普通住房的差别。


  上述消息人士还表示,关于普通和非普通住房的具体标准,不排除会有所调整。


  在银行人士看来,上述第二和第三条结合将对上海楼市造成较大影响。“这就意味着,原来手里有一套房,打算再买一套的,现在因为二套房首付比例提高了,很可能会选择先卖掉第一套。市场上可能会有一波房子释放出来。”有股份行人士称。
