据教育部留学服务中心副主任徐培祥介绍，近几年在国外读中学的人数有所增加，不过从学历层次讲，还以本科和硕士为主。根据蓝皮书调研数据分析，我国留学回国就业人员中，年龄主要分布在23岁到33岁之间，占95%。留学回国就业人员的平均年龄为27.04岁，其中硕士为26.56岁、博士为32.09岁。
教育部新闻发言人续梅表示，对于低龄出国留学的情况，教育部总的态度是不鼓励低龄人员出国留学，由于孩子年龄小，生活和学习能力都不够成熟，建议广大家长和孩子科学考虑，理性选择。
