红通人员王海鹏投案 涉深圳政协原副主席黄志光案
中新网广州3月25日电 (索有为 韦磊)3月25日，在中央反腐败协调小组国际追逃追赃办公室统筹协调下，经广东检察机关办案人员成功劝返，红通人员之一的王海鹏从美国纽约乘机回国投案，成为该省又一到案的红通人员。

　　王海鹏是汕头市汇信沥青混合料公司实际控制人，因涉嫌行贿罪于2011年5月13日逃往美国。2011年5月19日，广东省检察院依法对其立案侦查，2013年4月，王海鹏被列为红通人员。

　　2011年，广东省检察院反贪部门在办理深圳市政协原副主席黄志光案件中发现，2007年至2011年，王海鹏为承揽汕头市市政路沥青铺设工程等事项，多次向时任汕头市委书记的黄志光、汕头市公路局原局长李建忠贿送财物。为逃避调查，王海鹏于黄志光案发后经香港潜逃至美国。

　　立案后，广东省检察院高度重视对王海鹏的追逃、劝返工作，于2011年6月向其提出配合调查取证要求，被王以患病为由拒绝。随后，广东省检察院司法协助处向美国驻广州领事馆通报王海鹏涉嫌犯罪并滞留美国的情况，在得到美方反映其正在以与美籍女友结婚为由申办美国居留权时，广东检方立即向美方递交王海鹏涉嫌犯罪的材料，积极争取美方司法协助，阻止王海鹏获得美国居留权。同时，反贪部门办案人员约谈王海鹏的亲属，耐心解释法律政策，积极动员他们协助劝返。在强大的法律威慑和检方劝返感召下，2014年11月，王海鹏通过亲属与办案人员联系，表达回国投案自首、争取宽大处理的意愿，但其在与办案人员的电话沟通中反映自己刚做完手术，身体需要恢复，并希望处理完在美的个人债务问题后回国投案。2016年初，王海鹏通过律师向检方递交申请书，向检方承诺在2016年3月20日前后回国投案。

　　据广东省检察院相关负责人介绍，2015年以来，广东检方大力开展追逃追赃专项行动，对潜逃的职务犯罪嫌疑人逐人、逐案建立信息库，通过网上通缉、国际司法合作、敦促自首等方式追捕、劝返在逃人员共142人，其中从境外追逃19人，工作成绩名列全国检察机关前茅。今年2月18日，红通人员之一、深圳中油器材进出口有限公司原副总经理常征被成功劝返，回国投案自首，成为该省检方查办的首个主动回国投案自首的“百名红通”人员。
