  不过,对于唐山钢铁集团(下称“唐钢”)的一线工人老王(化名)来说,虽然这波环保风暴对唐钢的影响并不大,他目前的工作、生活也一切如常,但心里却还是有点七上八下。


  唐钢隶属的河北钢铁集团(下称“河钢”)是中国的特大型国有钢企之一,目前拥有全球第二、中国第一的产能规模,以及约12万的在岗员工。 “以前在唐钢很有安全感,现在有了危机感。”他感叹地告诉《证券日报》记者。自去年底中央经济工作会议明确加快推进供给侧改革以来,去产能已成为整个钢铁行业主旋律。尤其备受老王和他的同事们关注的是今年两会期间传出的两则消息。


  一是河北省省长张庆伟透露,到2020年,河北省钢铁产能要压减到2亿吨以内,意味着河北60%的钢铁企业要关闭、整合。二是武钢董事长马国强表示,在“十三五”期内,这家特大型国有钢企的武汉本部产能或从现有的1800万吨减至1000万吨,比例约44.44%。同时,武钢员工数量将从现有的8万人减至3万人。


  那么,拥有河北省近六分之一产能、同为中国钢铁行业供给侧改革“聚光灯”下最受关注的国有龙头钢企之一的河钢,又将何去何从?


  去产能


  如何做“加减法”?


  对于众所瞩目的河北钢铁行业将怎样去产能的问题,河北省国资委王昌日前在接受媒体采访时表示,钢铁去产能跟企业的所有制属性没关系,无论国有还是民营,“该谁去谁就得去”。


  “尽管河北目前还没有明确说哪些产能要压减、哪些产能要退出,但我想河钢还是会承担一定的产能压减任务。” 我的钢铁网资讯总监徐向春告诉《证券日报》记者,河钢设备的环保达标情况比较好,但考虑到其产能很多位于唐山、邯郸之类的大城市,从环保、安全的角度考虑,“产能退出还是有可能的。”

  不过,也有专家认为,此轮去产能风暴对河钢冲击不大。在冶金工业经济发展研究中心副主任刘海民看来,此轮去产能主要针对的是那些长期亏损的僵尸企业。“河北钢铁集团目前来看还是不亏损的,旗下的唐钢、邯钢都还不错。”


  中国工程院原副院长干勇在两会期间则表示,钢铁行业的去产能,除了压缩钢铁产量、进行人员分流等“减法”之外,钢企更应充分利用自身优势,结合产业需求和社会发展需求做好去产能的“加法”。“国内钢铁产能过剩严重,但却大量进口高端钢材,所以钢企需要补齐在高端钢产品方面的短板,加大高端钢的技术研发力度,满足核电用钢、高速铁路用钢等高端制造装备用钢需求。”


  而据本报记者了解,河钢推进供给侧改革、去产能的路径,目前确实更偏重于做“加法”。


  “供给侧改革对河钢来讲,最准确的描述就是:全面提升产品档次,全面提升产品质量,全面实现由批量化生产向小微化、向满足不同层面需求的全新生产组织模式转变。集团明确“市场”和“产品”是贯穿2016年全年的主线和核心,坚持走产业升级、产品高端路线。”河钢党委宣传部一位负责人在回复本报记者采访时表示。


  他表示,按照河钢的战略规划,未来集团的钢铁主业将形成“5000万吨+X”的产能格局。同时,钢铁主业人均劳效、净资产利润率、总资产报酬率将达到行业一流水平。成为通用产品市场的领军企业,以高附加值、高技术含量精深加工产品为代表的战略产品市场的主导企业。


  需要指出的是,5000万吨也基本是河钢现有的配套钢铁产能规模。


  该负责人同时透露,目前,河钢秉承“一切为了满足客户需求”的理念,正不断加快商业模式和营销机制改革创新步伐,率先在钢铁企业推行了“大客户经理制”的营销模式。2016年1月份,集团品种钢产量明显提升,特别是高端产品产量占品种钢比例提高到46.08%,与2015年12月相比提高11.29%,产品品牌价值和核心竞争力进一步增强。


  非钢产业


  将撑起“半壁江山”


  面对产能过剩、需求放缓、库存上升、利润微薄的行业大背景,各大钢铁企业在想方设法提升钢铁主业竞争力的同时,也纷纷在主业之外寻求突围之路,向产业链上下游纵向延伸,努力开拓非钢产业。


  河钢董事长于勇此前接受媒体采访时曾屡屡强调的一个观点就是:做大做强非钢产业,已是国内钢铁企业摆脱困境、实现生存发展的必然选择。


  值得一提的是,在接棒掌舵河钢之前,于勇曾是河钢子公司唐钢的董事长,并一手推动了唐钢的非钢产业的布局和发展。早在2010年5月,唐钢就提出了“做精主业、做大非钢、适度多元、持续创新”的非钢产业发展思路,明确了六大非钢产业群:钢材产品深加工、大物流、装备制造与工程技术、资源开发与综合利用、房地产、服务与教育培训,组建或新成立20个非钢产业公司。随后,2013年,唐钢又出台《非钢产业“后十二五”发展规划》,提出非钢产业在无缝对接主业,搞好服务与产业链延伸的同时,大力参与外部市场竞争,力争非钢产业的年收入在2015年超过钢铁主业。


  “唐钢的非钢产业目前已经有一部分实现盈利了。” 唐山市钢铁工业协会信息部部长刘凯明告诉《证券日报》记者。


  另据《中国冶金报》去年底披露的数据,唐钢非钢总资产已达200亿元,年收入近200亿元。


  作为中国最大钢企的掌舵人,于勇显然也意图将唐钢在非钢方面的经验推广复制到整个河钢。


  “(河钢非钢产业)将以延伸产业链、提升价值链为主线,做大做强矿产资源、现代物流、钢铁贸易、金融证券、钢材深加工、装备制造、资源综合利用、工程技术、医疗健康、社会服务等十大业务板块。成为削减主业附加成本、还原钢铁主业先进性的主渠道和新的效益增长极,成为建设综合型产业集团、打造最具竞争力钢铁企业的战略支撑点。”上述河钢党委宣传部人士表示。


  该人士同时透露,目前,河钢的非钢产业资产总额超过1300亿元,占集团总资产的40%以上;非钢产业营业收入830亿元,占集团总收入的30%。而到2018年,河钢非钢产业将实现利润50亿元以上,资产比例、收入贡献率、外部市场收入比例、利润贡献率分别达到50%。


  早已启动分流


  员工愿去开出租车


  对于大型国有钢企们来说,除了寻求新的业绩增长点,布局发展非钢产业的另一个重要动力,就是消化人工成本,承接钢铁主业的分流员工。


  武钢董事长马国强此前曾表示,钢铁行业出现亏损的原因,除了存在产品结构的问题等,更重要的可能还是成本侧的问题,特别是其中人工成本的占比过高的问题。而相比民营钢企,国有大中型钢企承担的社会责任较重,人工成本更高。具体到河钢,据了解,这家拥有12万左右在岗员工的特大型钢企一年的人工费用就能达120亿元。


  对此,河钢董事长于勇曾拿有着全球最具竞争力钢企之称的韩国浦项钢铁集团(下称“浦项”)“对标”:浦项仅有3.2万名员工,产能却达到了3600万吨左右。


  “仅就主业本身,如果同口径还原到浦项的水平,我们每年应该有300多亿元的利润。”于勇曾在河钢一次内部会议上的自白, “如果我们企业把人均劳效、把产品的创效能力提高到浦项一样的水平,把我们当前巨大的财务费用、管理费用降下来,即使在当前严峻的市场下我们仍然可以拿到比高盈利期更好的经济效益。”


  按照河钢的规划,到2018年,公司若达到人均年产钢1000吨的,钢铁主业只需要5万人。


  剩下的人去哪儿?“有相当部分人是自然减员,也就是内退。这就能减去很大一部分人,因为现在唐钢年龄大的员工还是比较多的。对于内退,政策上不强制实施,必须自愿。” 老王告诉本报记者。


  转岗分流也是未来老王和他的同事们很有可能将面临的抉择。事实上,在迈开发展非钢产业的步伐的同时,自2010年下半年开始,唐钢每年就有5000多名员工离开总部厂区,向非钢产业转移。


  “像炼铁部原来七千多人,现在只剩下三四千人。”一位唐钢员工告诉《证券日报》记者,“很多人转去了新成立的检修公司,以前检修很多交给外部人员来做,现在都是内部员工做的。还有很多原来外来劳务工的活,现在也基本由内部员工顶上了。”


  “听说现在还在筹建出租车公司,有400辆车。”该员工笑道,“如果去开出租车我还是愿意的,收入应该还可以。”


  而到2018年,现有的12万员工中,除去自然减员的部分,“(河钢)非钢产业将实现5万在岗人员稳定就业并完全消化其人工成本。”上述河钢党委宣传部人士称。
