China Daily: bilateral relations in two years ago to achieve a turnaround. How would you rate the development of bilateral relations in two years?

Ambassador: the past two years, bilateral relations have maintained "acceleration" good momentum of development, with frequent exchanges of visits by leaders, very active in its trade and investment, cultural exchange highlights continued, bilateral relations are in the best period of history. As a witness, I have three points: first, the political basis of bilateral relations cannot develop without strong. China Daily: How do you evaluate the significance of Mr XI's visit to the Czech Republic? You have any expectations for this visit?

Ambassador: Chinese President's State visit to the Czech Republic, is a Sino-Czech ties 67 years ago our heads of State historic first visit to Czech Republic, with its great significance. Meanwhile, the visit is Mr XI as the Chinese President's first visit to Central and Eastern Europe and our country for Europe's first major diplomatic activity this year will be "16+1 cooperation" enter a new stage of important milestones and the landmark visit of the curtain open in 2016, China-EU relations. Mr XI's visit has both a strategic and extremely practical. China Daily: Czech Republic hopes to become the financial center of China in Central and Eastern Europe, is this real? How do you see the development of internationalisation in Central and Eastern Europe?

Ambassador: China welcomes Czech willingness to become Eastern Europe's financial center, is willing to further strengthen financial cooperation, promote bilateral trade and investment used in local currency settlement, explore the possibility of establishing RMB business clearing mechanisms in the Czech Republic. China Daily: it is understood that the company in nearly two years on the Czech investment very quickly. Do you think Chinese companies stationed in the Czech Republic should pay attention to what issues?

Ambassador: at present, the Chinese companies concerned at the high level of the Czech Republic, the Czech Republic is becoming a hot spot for Chinese investment. 　　中国日报：中捷关系在两年前实现转圜。您如何评价两年来中捷关系的发展？

　　大使：近两年来，中捷关系保持“加速度”发展的良好势头，两国高层交往频繁，经贸投资空前活跃，人文交流亮点不断，中捷关系处于历史最好时期。作为 亲历者，我有三点感受：第一，中捷关系的发展离不开坚固的政治基础。中捷建交67年的历史经验表明，两国关系发展就像平地起高楼，加强政治基础如同夯实地 基，中捷合作的大厦高不高、稳不稳，关键要看地基的深浅和坚固与否。所以，发展好中捷关系的关键就是要不断夯实政治基础。第二，中捷两国经济互补性强，发 展目标趋同，合作空间广阔，双方开展合作可以做到取长补短、优势互补。目前，双方在制造业、金融、卫生等领域的合作已经打开了良好局面，下一步将共同拓展 能源、交通、科技等更多领域合作。第三，人文交流是两国关系的情感基础与纽带。近两年来，中捷开通直航、中医进入捷克以及在布拉格举行“欢乐春节”庙会等 一系列人文交流活动深受当地百姓欢迎，来捷克旅游的中国人大幅增加，捷克民众对中国有了新的认识，据调查，支持发展两国关系的捷克民众已达到70%左右。 我相信，习主席此次访捷将开启中捷合作的新时代。

　　中国日报：您如何评价习主席此次访捷的意义？您对此次访问有何预期？

　　大使：习近平主席此次对捷克进行的国事访问，是中捷建交67年来我国国家元首对捷历史性首访，具有继往开来的重大意义。同时，这次访问也是习主席作 为国家主席首次到访中东欧地区国家和我国今年对欧首场重大外交行动，将成为“16+1合作”迈上新台阶的重要里程碑和开启2016年中欧关系大幕的标志性 访问。捷方对此访极为重视，其他欧洲国家也比较关注。

　　习主席此次访问既有战略高度，又非常务实。访问将巩固中捷传统友谊、深化政治互信，加强互利合作，使中捷关系提速换挡。具体来看，此次双方将发表联 合声明，确立中捷关系的重要战略意涵。经济方面，双方将就加强通用航空、工业园区、旅游基础设施投资、能源、矿业、金融和融资合作签署诸多协议和商业合 同。此外，访问期间两国首都将正式建立友城关系，两国卫生、新闻出版、社科院等部门也将达成一系列合作计划。捷克社会各界和我本人都对访问充满期待。

　　中国日报：捷克对参与“一带一路”倡议很积极。您认为捷克在“一带一路”倡议中可以扮演什么样的角色？两国在此框架下可以实现哪些合作？

　　大使：捷克地理位置优越，是贯通东西南北欧的交通枢纽，是“一带一路”重要沿线国家。习主席主席提出“一带一路”倡议后，捷方响应十分积极，并将深 度参与这一合作视为搭乘中国发展快车、提振本国经济的历史机遇。去年11月索博特卡总理访华期间，中捷签署合作文件，正式宣布双方将携手共建“一带一 路”。

　　捷克作为欧洲传统工业和贸易强国，其产业优势与发展战略同“一带一路”倡议、国际产能合作以及“16+1合作”具有很多契合点。习主席此次访捷必将 推动落实共建“一带一路”，加强两国重大发展战略、规划及政策的对接和融合，促进双方在经贸、投资、金融、交通、基础设施人文等领域的务实合作再进一步。

　　中国日报：捷克希望成为中国在中东欧地区的金融中心，这是否现实？您如何看待人民币国际化在中东欧地区的发展？

　　大使：中方欢迎捷方希望成为中东欧地区金融中心的意愿，愿进一步加强两国金融合作，推动在双边贸易和投资中使用本币结算，探讨在捷克设立人民币业务 清算机制的可能性。双方鼓励和支持两国银行在已有法律和监管基础上并遵循平等相待和互惠原则互设子行、分支机构和开展业务，双方鼓励两国金融机构为贸易和 投资合作提供融资支持和金融服务。

　　人民币国际化是一个漫长的过程，需要循序渐进，稳步推进。去年底，人民币成功入篮SDR（特别提款权），这意味着人民币国际化迈出了重要的一步。现 阶段，中国同中东欧地区大部分国家的双边贸易主要需要经过美元、欧元进行转换，程序繁杂而且产生高额手续费。近年来，中国与中东欧地区经贸关系发展很快， 在双边贸易和投资中使用本币结算，探讨在中东欧地区设立人民币清算机制具有一定需求。与此同时，对于中东欧地区来说，金融服务与西欧地区相比相对滞后，尚 存在较大发展空间。我想，对于人民币国际化在中东欧地区的发展应保持开放和专业化的态度。

　　中国日报：据了解，近两年中资企业对捷克投资增加很快。您认为中资企业进驻捷克应该注意哪些问题？

　　大使：目前，中国企业对捷克的关注程度很高，捷克正逐渐成为中国投资的热土。截止2015年底，中国对捷投资约16亿美元，捷克对华投资超过18亿 美元。去年，中国陕鼓动力股份有限公司收购EKOL公司100%股权，总金额13.4亿克朗。此为近年来中国在捷克制造业领域的最大投资。中国华信能源有 限公司参股J&T金融集团，收购捷克啤酒公司、旅游服务航空公司、足球俱乐部等，为捷克市场带来了大量资金，也激活了市场交易。此外，中国银行在 捷克开设分行，中国银联积极在捷拓展银行卡业务；海航集团有限公司开通北京至布拉格直航；华为、中兴、酷派在捷电信市场活跃，长虹、亚普在捷增资；部分中 国企业在捷投资汽车配件企业。我建议中资企业开拓捷克市场时可考虑以下几方面问题：

　　一是要了解欧盟和捷克当地法律与政策。捷克属欧盟比较成熟市场，当地政府制定了优先发展行业，欢迎外资企业进行绿地投资，并为此制定了一些优惠政策，中资企业可做好调研，选择好投资方向并用好当地有利政策。

　　二是加强合作意识，努力降低经营风险。一方面，企业来捷投资可与已在当地开展业务的中资企业加强联系，多多取经，少走弯路。另一方面，借助捷克企业现有资源，更快进入当地市场，选择当地合作伙伴要注意甄别，做好市场调研与尽职调查。

　　三是要加强区域互动，完善“走出去”产业链。中资企业可本着“立足本地，辐射周边，面向欧洲”的思路，通过已在捷克做强的企业，带动相关上下游的产业链陆续跟进，并加强与周边国家相关中资企业联动，形成协同效应，不断提升企业竞争力和行业影响力。

　　最后，希望来捷克投资经营的企业本着诚实经营、有取有予的原则，积极参与当地公益事业与发展建设，共同树立良好的企业形象，为中捷关系发展和我企业在当地长期经营创造有利环境。
