肖女士说：这个群叫“星火草原”，我加入后发现很多人都在发发红包的截屏。后来，我才明白，这个星火草原的微信营销账号，没有任何产品，只要花600元钱办个全国总代理的会员，然后发展一个人加到这个群里来就能得到90元。听别人说，有人十几天就能赚几万或者十几万元。虽然，我加入了这个群，但是我却没有加入会员，因为我感觉这里边有问题。
肖女士的疑问是：要是做营销，起码得有个产品或者实物吧？啥也没有就是总代理了？代理啥啊？这种营销赚的是什么钱呢？这种四两拨千斤的销售方法到底隐藏着什么？
“星火草原”到底如何盈利？
在肖女士的这个微信群中，群内的营销人员不定时地给大家宣传营销理念，而记者在网上，还发现了关于“星火草原”的各种营销教学视频，多数是教大家如何使用和如何盈利的。
按照营销人员的介绍，这种红包生意的销售模式属于三级分销：
市级代理、省级代理和全国代理三级分销。
a.市级代理。你只要100元钱就是市级代理，你是可以拿到你直接推广的三个人90元的佣金；
b.省级代理。如果省级代理，是注册300元，你会拿到无数个第一代的90和第二代的180；
c.全国代理。如果你注册的全国总代理，这个利益是最大化的，无数的第一代90、无数的第二代180和无数的第三代270元。
“发展下线，拉人头，然后从中得利，然后继续发展下线”……大家有没有发现，这个很像传销的“套路”嘛。
“星火草原”是何来头？
按照星火草原项目平台的背景介绍，星火草原是由腾讯、支付宝、北京飞鹰软航科技有限公司三家实力派企业，共同打造的草根创业项目，而且在微博的页面上，居然还有人PS了一张中央电视台新闻联播的截图，截图的下方赫然写着“星火草原，将开启行业新时代”的字样，宣传手段无所不用其极！
随后，记者咨询了腾讯公司。腾讯公司表示，并没有参与这个所谓的星火草原创业代理平台，至于星火草原利用微信平台进行的营销活动，腾讯公司并不了解！
记者还查询了全国企业信用信息公示系统，这个名为北京飞鹰软航科技有限公司的企业早在2015年7月就被北京市工商行政管理局列入经营异常名单。种种迹象显示，这个所谓的星火草原创业代理平台疑点重重。
“星火草原”的营销模式是否合法？
辽宁省工商行政管理局公平交易执法处的副调研员陈文表示，以星火草原的营销模式看来，完全可以认定为传销，至于他们所宣传的所谓合法的三级分销模式其实就是为了掩盖其传销的本质。
陈文也透露，现在传统的线下拉人头式的传销基本没有了，大多数都是网络传销，利用QQ、微信等软件进行非法传销，但不管什么形式，投入多少钱都是非法的，组织者和参与者同样都是触犯了法律。
提醒：截止到2016年1月，平均每天登陆的微信账户达到了5.7亿。微信诞生后后，微商、微店等销售模式成了很多年轻人青睐的赚钱途径，这样的大众创业也引起了很多非法营销团体的注意。按照禁止传销条例的规定，传销行为提供互联网服务的，由工商行政管部门责令停止违法行为，并通知有关部门依照《互联网信息服务管理办法》予以处罚。
教你辨别传销行为
一、组织者或者经营者通过发展人员，要求被发展人发展其他成员加入，对发展的人员以其直接或者间接滚动发展的人员数量为依据计算和给付报酬，牟取非法利益的，即常说的“拉人头”式传销；

三、组织者或者经营者通过发展人员，要求被发展人员发展其他人员加入形成上下线关系，并以下线的销售业绩为依据计算和给付上线报酬，牟取非法利益的，即“团队计酬”式传销。
