  3月25日上海楼市日交易量达到2499套,创近年历史新高。但市场潜藏退房潮值得注意。

  3月25日,上海房地产交易中心网站(“网上房地产”)日交易量,最终锁定在2499套!


  “这应该是上海有史以来日成交量最高的一天。”优淘城总裁薛建雄就说。的确,这一数字,在网上房地产建立的十多年里,也很少见。


  更耐人寻味的是,当天上午,上海刚刚公布了被称为“史上最严”的楼市限购措施,根据上海《关于 进一步完善本市住房市场体系和保障体系促进房地产市场平稳健康发展的若干意见》,上海规定非户籍上海家庭必须社保连续缴纳五年,才能有购房资格。同时,二 套房认房又认贷,既会查询购房者名下是否有其他房贷,也会查询名下是否有房。二套房的首付成数也提高到了五成,非普通商品房提高到七成。而根据之前上海划 定的普通商品住宅总价标准,大多数的在售新盘都属于非普通住宅。


  这样严格的调控政策,居然成就了史上最高的日成交套数!这到底是怎么回事?


  邦爷根据以往经验分析,从政策发布到各交易中心落地执行会有一段真空期,即一般是政策下达的第 二天才开始执行。因此,不排除一部分人抱着试一试的心态赶着网签,那些在周四晚间没能赶上网签末班车的购房者,也纷纷寄希望于“真空期“。就是这些“签约 大军”,促成了当日成交量的历史新纪录。


  暗藏退房潮?


  但应该注意的是,新的数据记录产生了,后续市场可能会出现一些波动,比如退房潮。


  因为住建委相关领导在25日举行的记者招待会上已经明确表示,《意见》从即日起施行,已经在进行交易的,以网签时间为准。也就是说,25日起网签要执行新的标准!!!



  但之前有网传消息说,在3月24日的新房签约量中,有一部分是没有购房资格的买房人的无效网签。对此,中原地产分析师卢文曦也说,购房资格通常在网签之后审核。


  邦爷了解到,一些还有几个月才有购房资格的购房者,的确有在最近几天加紧签约。但按卢文曦说法,这些已经成功网签的购房者,最终会因为购房资格不符合要求不得不退房。不过她也表示,这个比例不会很高。


  如果上述分析是对的,在未来几天上海将很快出现大规模的退房潮,大批购房者因为所签订的购房合同无效,而不得不退房。


  某资深中介人士也介绍称,自3月份以来,购房者分化较明显。一部分人知道调控即将落地,所以持观望态度,并不着急入市。但也有一波人群着急入市,他们也正是此次被限购的主力——社保刚满2年的非户籍群体。这部分人也是受此次调控新政影响最大的人群。


  上海中原成交的统计显示,2015年上海购房者中:外地27岁以下占5.6%(这部分人在新政 后就不能买房了)。外地人总数占48%,假设其中1/4不满足连续5年社保,占10%(扣掉27岁以下)。非首套24%,假设其中一半受影响,占12%。 也就是说,在购房人群里,受影响的占28%。


  购房资格大汇总


  购房资格已经成为大家讨论的热点话题。邦爷汇总后大致如下:


  情况一:


  购房人在3月25日之前已经累计缴纳24个月社保,但3月份缴纳的社保单尚未拉出。浦东和嘉定两区交易中心的工作人员表示,这类人群并不在新政限购之内,依旧享受2个月的社保政策。(此处应该有掌声~~)


  情况二:


  购房人已经缴纳23个月社保,到4月份就满24个月,很遗憾,此类情况在限购之列。



  邦爷认为,这几天各家开发商和房屋中介有必要加紧启动对业务员的政策培训,以避免因个别业务员 的顶风作案(忽悠客户,让他们先网签,等满了两个月再去交易中心进行审核),拖累整个公司。因为上海昨天明确进一步强化房地产市场监管,规范从业行为,严 肃查处违法违规行为。正愁找杀鸡儆猴的对象呢!
