来河南前，谢伏瞻曾在国家核心智囊机构之一的国务院研究室工作多年，担任国务院研究室主任后，参与过党的十七届四中、五中、六中全会文件和“十二五”规划纲要的起草工作，组织起草了2009年至2012年的政府工作报告。
