  中新网北京3月26日电(记者 李金磊)出租车改革在地方层面正多点开花,探索前行。中新网(微信公众号:cns2012)记者注意到,深圳、苏州、无锡、常州、徐州、南昌、南京、宁波、金华、杭州、义乌、武汉等10多个城市相继取消出租车经营权有偿使用费,对出租车经营权实行无偿使用。


  出租车经营权无偿使用成趋势


  去年10月份,交通运输部公布的《关于深化改革进一步推进出租汽车行业健康发展的指导意见(征求意见稿)》提出,逐步实行经营权期限制和无偿使 用。新增出租汽车经营权全部实行无偿使用,并不得变更经营主体。各地不得新出台经营权有偿使用政策。已实行经营权有偿使用的,城市人民政府要考虑市场公平 竞争等因素,制定科学合理的过渡方案,逐步取消有偿使用费。


  近日,深圳提出将要推行出租车行业改革,实现经营权使用无偿化,这一消息引发关注。中新网记者梳理发现,除了深圳,今年以来,苏州、无锡、常州、徐州、南昌、宁波、金华、义乌等一些城市也已推行出租车经营权无偿使用。


  其中,自2016年1月1日起,宁波、金华取消收取市区出租汽车营运权有偿使用费,义乌也全部取消。南昌2月份也明确,从今年起停止征收出租汽车经营权有偿使用费,并将预先实际征收的2016年1月1日以后的出租汽车经营权有偿使用费予以退还。


  自今年3月1日起,江苏省苏州市区、无锡市区、常州市区(不含金坛区)、徐州市区停止征收出租汽车经营权有偿使用金,实行经营权无偿有期使用。


  更早前,杭州、南京、武汉等城市已陆续出台政策,从2015年起停止征收出租汽车经营权有偿使用费。其中,杭州还明确,出租汽车的经营权每期为6年。


  交通运输部运输服务司司长刘小明在今年全国两会期间记者会上表示,这次出租车改革有一个非常明确的指向,就是出租汽车的经营权要无偿、有期限,目的是为了使出租车服务能够进入良性循环,而且用优质的服务来取得经营权。


  或将倒逼企业降低“份子钱”


  “我平均每天工作至少10个小时,前8个小时是挣‘份儿钱’,多干的那2个小时挣的才真正是自己的收入。”北京银建一位出租车司机对中新网记者表示。


  在受到网络“专车”冲击、乘客数量和收入下降的背景下,能否降低“份子钱”,是广大出租车司机尤为关心的问题。那么,取消经营权有偿使用费,是否意味着的哥的姐们不用再交“份子钱”了?


  事实上并非如此。经营权有偿使用费是由政府向公司收取,它只是“份子钱”的一部分。刘小明透露,“份子钱”各个地方虽然标准、项目有所不同,但 是整体上来说,它包含了车辆的折旧、保险、维修费、驾驶员的基本工资、社会保险、企业管理的成本、税金、利润,还有经营权使用费的分摊。


  不过,取消经营权有偿使用费后,出租车公司的负担会得到减轻,“份子钱”也就有了下降的空间。根据媒体报道,无锡市区现有4040辆出租车,有偿使用费为每证每年8000元,取消出租车经营权使用费,相当于每年让利3000多万元。


  江西日报的报道也指出,南昌一辆出租车8年的有偿使用费为6万余元,5年有偿使用费近4万元,实施减免经营权有偿使用费,将倒逼企业减收承包人的“份子钱”。


  多地提出“份子钱”将协商确定


  通过取消经营权有偿使用费,来倒逼企业降低“份子钱”,这毕竟是权宜之计。如何通过改革,使“份子钱”真正得以降低,出租车司机负担得到真正减轻?


  中新网记者注意到,上述出租车改革征求意见稿曾提出,鼓励、支持和引导出租汽车企业、行业协会与出租汽车驾驶员、工会组织平等协商,合理确定出租汽车承包费标准或定额任务,并根据经营成本、运价变化等因素实行动态调整。


  一些地方也提出,“份子钱”将协商确定。3月24日,深圳公布了“出租车行业简政放权保障驾驶员合法权益四项措施”,其中包括改革月缴定额(“份子钱”),额度将由企业与驾驶员协商确定。


  杭州也提出,完善由经营者、驾驶员共同组成的出租汽车行业协会组织架构,推进行业工资、承包金集体协商制度。


  但是,对于协商确定“份子钱”,出租车司机普遍担心,他们相对于企业来讲是弱势群体,最后的谈判结果恐怕难以尽如人意。


  对此,刘小明认为,在协商当中工会要发挥十分重要的作用。其实这三方更重要,一个是工会,一个是企业的行业协会,还有一个是政府,政府来调控企 业是否有暴利。在这样的情况下,工会、行业协会分别代表不同利益,政府在里面更多地起调控、调整的作用。这有利于整个行业的健康发展,也能更好地维护驾驶 员的利益。(完)
