第一，对于民营医院乱象，主管部门如果在日常监管中始终没有发现，是不是监管形同虚设？如果有发现并及时查处，何至于发展到如此骇人听闻，竟然在手术台上勒索甚至殴打患者。
第二，涉事医院不是存在医生护士注册问题，就是存在虚假宣传、非法行医问题，这么多例行年检、资质审批、层层把关，为何能让这些问题医院轻易地蒙混过关？有没有“只收费不管理”的问题？
第三，除了监管以外，对民营医院是不是能在行业政策上做到一视同仁，给他们创造一个公平、健康的发展环境？
呼和浩特市的民营医院行业管理乱象，让老百姓深受其害、深恶痛绝、反应强烈。但是，冰冻三尺非一日之寒，这些问题绝非一朝一夕积累的。仅从这次调查结果看，截至3月23日，被检查的350家民营医疗机构中，责令改正的就有139家，占比高达39．7％。这一数字让我们无法不怀疑：是不是监管环节出了问题？有无长期放任、惰政懒政，甚至利益输送？
“子不教父之过”，是大家都明白的一个简单道理。民营医院出了这么大的问题以后，有关纪检监察部门是否也应该查一查有关主管部门的问题，从根子上追一追责。
