  公务员与企业职工态度不一


  在不久前结束的2016年全国两会上,一位不愿透露姓名的人社部高层人士向记者表示,在制定延迟退休方案中,面临最大的难题就是,不同人群对延迟退休的接纳程度不一样。


  当记者问及,延迟退休中,最纠结的问题在哪里时,该人士表示:“政府公务员更愿意延迟退休,但是企业职工反对的声音比较大。”


  “企业职工都不愿意延迟退休。”该人士补充,“所以制定政策都是非常谨慎的。”


  目前,我国人口老龄化形势严峻,截至2013年,我国60岁以上的老年人口占总人口的比例已经超过15%,总数超过2亿人,65岁以上的占总人口的比例已 经达到10%。到2020年,60岁以上人群占总人口的比例将近19%,65岁以上人群占总人口的比例将近13%。


  因而,人社部牵头多部委进行延迟退休政策的研究。


  就在延迟退休政策出台的前夜,发改委等部门的调研结果却并不理想。

  “之前,前任的领导一般都是,即使不在领导岗位,基本薪酬和绩效奖金都给,但是现在绩效奖金已经不给我们了。”一位从央企高管岗位上退下来的人士向记者表示。


  据了解,目前央企负责人是由国务院国资委任命。


  尹蔚民对外表示:“现在已经有了一个延迟退休方案,但是我们还要按照相关的程序,报经批准以后才能向社会广泛征求意见,原来我们说过时间表,今年我们会拿出方案。”


  全总调研人社部推进


  记者采访全国总工会高层领导,就延迟退休一事,该人士表示:“全总目前还没有就延迟退休一事进行过研讨,但是,全总正在进行调研。”


  而在延迟退休这一问题上,全总的话语权有多少,该人士表示:“延迟退休一事,还是人社部在主导。”


  同时,该人士表示:“全总没有就延迟退休一事,对外公布过任何信息和表态。”


  其实,早在两年前,全总下属研究机构全国总工会工运研究所已经开始前往多地进行调研。该调研组走访了包括云南在内的几个省份,主要在工业开发区等劳动密集型的企业中,发放问卷进行调研。问卷名称为“职工劳动经济权益与退休意愿调查问卷”。


  参与研讨和问卷调查的企业人士向记者表示:“在研讨会上,大家发言还是非常积极的,对延迟退休这件事情,反对的呼声很大。”


  前述人社部高层向记者表示,延迟退休,最开始是延迟几个月,之后逐渐延长,不会有太大的矛盾产生。


  人社部发言人也多次指出,延迟退休政策将采取“小步慢走,渐进到位”的方案,即每年只会延长几个月的退休年龄,同时提前向社会预告,给公众以心理预期。


  女性延迟退休尚未执行到位


  《中国经营报》记者了解到,未来延迟退休政策的执行将按照人群进行划分,其中55岁退休的女干部、女白领有可能是第一批执行延迟退休的人群。


  此前人社部专家向记者介绍:“目前,我国正进入延迟退休深入研究并作出决策的过程之中。在这个过程中,多年前全国妇联等部门,就女干部包括女知识分子比男同胞早退休5年,提出过建议,以往的政策实际上也明确了县处级是可以到60岁退休的。”


  2015年3月,曾经明确,处级女干部采取自愿的原则,退休年龄从55岁延迟到60岁。


  《关于机关事业单位县处级女干部和具有高级职称的女性专业技术人员退休年龄问题的通知》,自2015年3月1日起,我国正副处级女干部退休年龄延至60周岁,但若本人申请,可以在年满55周岁时自愿退休。


  该政策推出后,新疆等6省率先执行。


  “但是,还是没有执行到位,我们还是有女干部将在55岁退休。”一位央企人士向记者表示。


  尹蔚民曾表示,我国是目前世界上退休年龄最早的国家,平均退休年龄不到55岁。


  全国老龄工作委员会办公室公布的数字显示,到2020年,老年人口将达到2.48亿人,老龄化水平将达到17.17%。其中,80岁及以上老年人口将达到3067万人,占老年人口的12.37%。


  按照我国现行管理体制,男职工年满60周岁、女干部年满55周岁、女职工年满50周岁即可办理退休手续。记者了解到,这项退休政策制定时,全国人口平均寿命50岁,而目前,全国人口平均寿命已经超过70岁。
