　　手段二：违规外包储备粮轮换业务。海口市属粮食企业违规将储备粮轮换业务外包给一些不具备代储资质的私营企业，且当甩手掌柜，只负责向农发行贷款并将贷款转给私营企业指定的供货方，对购进和销售粮食的品种、价格及供货商选择完全交由私营企业自行决定。私营企业为了逐利，不按照合同约定及时轮换储备粮，而是根据市场需求和行情有选择性地进行轮换，对不易销售、不赚钱的储备粮长期不轮换，甚至购进陈粮充当储备粮，导致储备粮长期不轮换，质量下滑，最后造成重度不宜存放。2015年4月，海口一储库存稻谷7150吨为不宜存粮，经处理，价差0.74元/公斤，共计亏损524.84万元，给国家造成了重大经济损失。

　　手段三：虚假轮换储备粮骗取补贴。2012年至2014年，海口一储、二储、红旗粮库、甲子粮库等虚假轮换储备粮4.56万余吨，骗取国家财政补贴486.75万元。企业违规有三招：一是通过代理轮换企业制造虚假轮换。海口市属粮食企业与海南湘韵米业有限公司、海南东银贸易有限公司等私营企业串通一气，签订虚构的粮食购销合同，伪造粮食出入库单据、资金相互走账，制造交易假象，共同造假。二是国有粮库之间“空对空”虚假轮换。粮库之间相互签订虚假粮食购销合同，伪造粮食出入库单据，开具发票，但无检斤单或过磅单，两笔业务挂往来款核销，实际未产生真实资金流动。三是国有粮库内部通过财务处理制造虚假轮换表象。如红旗粮库2012年至2014年，通过财务处理虚构购销业务总共106笔，其中虚假购进市储大米共1万余吨，金额4295.86万元，虚假销售市储大米1万余吨，金额4141.6万元，骗取财政补贴。

　　手段四：安排人员“吃空饷”。海口市粮食局和市属粮食企业领导利用职务上的便利，违规安排亲属和特定关系人在市属粮食企业长期“吃空饷”，每年由企业发放生活费，缴纳五险一金等费用共计人民币约162万元，给企业造成沉重负担。海口市属7家粮食企业共有在册职工318人，其中，在职职工206人，“吃空饷”人员112名。直至2014年12月，海口市粮食局才将112名“吃空饷”人员全部清退。

　　原因分析：目无法纪，监管缺失

　　海口市粮食系统系列腐败案件中的涉案人员理想信念丧失、法纪意识淡薄。从涉案人员情况看，多数是“60后”，文化程度不高，平时不注重政治理论学习，拜金主义、享乐主义思想严重，不少人抱着“粮库钱没腰，看你捞不捞”“人家能拿，我也能拿”的心态，一旦有机会，内心的贪欲就会变成实际的贪婪行为。

　　海口作为全省粮食主销区，粮食大部分从外地调入，购进成本高，加之气温高、空气湿、仓库陈旧、管理水平低下等原因，储备粮业务基本是亏损的。市属粮食企业自负盈亏，主要靠财政补贴来维持，因此，为了小集体利益，大多选择了储备粮外包轮换，这样，既把轮换损失转嫁给私营企业，又可轻松地获得国家财政补贴。

　　而私营企业承包储备粮轮换业务，可以从市属粮食企业获得政府贴息贷款，与市属粮食企业合作经营贸易粮，还可以获得农发行低息贷款，这样既解决了资金不足问题，又减少了贷款利息。在利益驱动下，部分私营企业把国有粮库负责人作为“围猎”目标，想尽办法对其拉拢腐蚀。

　　据了解，储备粮从储备计划、分配、贷款、购粮、储备、轮换、发放轮换补贴资金，对外涉及发改、财政、农发行，对内涉及粮食主管部门、各国有粮库，监督主体不可谓不多，但有关单位的负责人要么为了利益“抱团”，要么疏于管理，致使监管形同虚设。

　　在外部监督方面，财政部门对上报的储备粮轮换相关资料审核把关不严，会同市粮食主管部门对储备粮轮换工作监督检查不到位；农发行执行信贷监管职责不到位，只负责将贷款发放给各国有粮库，对于贷款的使用及去向没有跟踪监督，没有进行“封闭”管理，导致资金“体外循环”。

　　教训警示：亡羊补牢，扎紧制度笼子

　　分析海口市粮食系统系列腐败案件，既有个性，更具共性。海口市纪委相关负责人要求，全市各级党组织、党员干部都应从中吸取教训，警钟长鸣、心存戒惧、筑牢防线、防微杜渐。

　　案件被查处后，海口市粮食局、市财政局、农发行等部门积极整改。海口市粮食局将尽快完善市级储备粮管理办法，推进粮食行业信用体系建设及负面信息公开，扩大粮食质量检查面、增加频次，提高代储代轮企业门槛并施以严格监管，严防超期超量挂空轮换、虚假轮换、“以陈代新”等问题发生；市财政局将加强对轮换报表的审核，严格拨付和监管储备粮管理费和轮换费，确保“钱随粮走”；市物价局将加强对市级储备粮轮换价格的监督；农发行将根据轮换计划及轮换进度，按照“库贷挂钩、封闭管理”的原则，及时发放和回收储备粮贷款，避免贷款资金“体外循环”；粮食企业严格执行国家有关粮油购销政策和储备粮轮换的有关规定，杜绝违规违纪问题发生。
