“请把我局第一次回复内容读三遍，若还不理解，最好屈尊到户籍窗口咨询为宜。”3月28日，福建宁德市12345政务服务平台出现这样一条居民诉求回复。网友评价此回复为“最个性回复”。
居民两次询问户籍事宜被“打发”
3月28日上午，网友“@小章鱼卡卡”爆料称，福建宁德霞浦县公安局在回复居民诉求时不够认真负责。
上游新闻记者了解到，该网友反映的回复出现在宁德市12345政务服务平台上。
编号为“ND16032200011”诉求件显示，今年3月22日下午，霞浦县沙江镇的村民陈先生反映称：“本人已结婚，婚后育有一孩子（孩子才一个多月）；我与我老婆名下无任何房产。我父母在霞浦县霞辉名城购买了一套商品房，现在我爸爸计划把户口迁到 霞浦县城（我们的户口现在都还在沙江镇，都在一起）。根据《福建省公安机关户口管理规范》规定，父母户籍所在地有合法稳定住所，且子女户籍均不在该设区 市、县（市）范围内的，可以申请1名子女以及孩子女的配偶和未达法定婚龄子女一并办理随父母落户。请问依据上述条款规定，我能否随我父亲一起把户口迁到霞 浦县城？”
经宁德市信访局、霞浦县信访局转办，霞浦县公安局于3月23日回复陈先生称：“您好！你的来邮已收悉，现答复如下：如有疑问请直接到松港派出所户籍窗口咨询。感谢你对公安工作的支持！”
对于这样的回复，陈先生不满意，又将此问题反映至宁德市12345政务服务平台。在编号为“ND16032400003”诉求件中，陈先生说：“各位领导您们好！请问以上是答复吗？答复就这么简单么？最起码告诉我户籍窗口电话也行啊！”
霞浦县公安局接到诉求后，于3月28日9点9分回复陈先生：“您好！你的来邮已收悉，现答复如下：请把我局第一次回复内容读三遍，若还不理解，最好屈尊到户籍窗口咨询为宜。感谢你对公安工作的支持！”
规定称群众不理解反复投诉的，仍应耐心解答
对于霞浦县公安局的二次回复，不少网友认为此回复“有个性”，也有网友指出，这样的回复“很傲慢”。
网友“@小章鱼卡卡”就质问：请问贵局户籍窗口电话是涉密么？群众问的问题贵局不好解答，可以不答。而当群众需要窗口电话时，贵局让群众读三遍您的答复内容是什么意思？
《宁德市12345政务服务平台运行管理暂行办法》（以下简称《办法》）显示，宁德市12345政务服务平台是及时解决公民、法人或其他组织所反映的日常生活、生产经营中遇到的各种困难与问题的“非紧急救助服务系统”。
《办法》还要求，承办单位必须认真及时办理诉求件，对诉求问题比较复杂的，答复时应具体说明办理情况、存在问题以及今后解决问题的措施或建议；对于已依法办理并及时答复，但群众不理解而反复投诉的，各相关承办单位仍应耐心给予答复。
28日，上游新闻记者致电霞浦县公安局，工作人员称此事需与该局政工室负责人庄乃文联系。记者根据对方提供的电话多次联系庄乃文，均未得到其回复。
