今天，是西藏百万农奴解放纪念日。57年前，在中国共产党的领导下，西藏进行了波澜壮阔的民主改革，彻底推翻了“三大领主”的统治，彻底废除了腐朽的封建农奴制度，西藏百万农奴从此翻身解放，作了社会主义新西藏的主人。民主改革是西藏各族人民永远值得纪念的盛大节日，具有划时代意义。在此，我代表自治区党委、政府，向全区各族人民致以节日的祝贺，向为西藏和平解放、民主改革、社会主义建设和改革开放各个历史时期，做出重大贡献的革命老前辈致以崇高的敬意，向关心支持西藏发展进步的各族各界人士表示衷心的感谢！
57年来，西藏各族人民在中国共产党的英明领导下，共同团结奋斗、共同繁荣发展，经济、政治、文化、社会各项事业取得辉煌成就，发生了翻天覆地的巨变，正在向着全面建成小康社会宏伟目标前行。“十二五”以来，特别是党的十八大以来，在以习近平同志为总书记的党中央坚强领导下，在全国人民特别是对口援藏省市、中央国家部委和国有骨干企业的大力支援下，全力推进改革发展稳定各项工作，全面完成“十二五”目标任务。2015年，全区生产总值突破1000亿元，增长11%，连续23年保持两位数增长；农村居民人均可支配收入达到8244元，比“十一五”末翻一番，连续13年保持两位数增长。公路总里程达7.8万公里，拉日铁路建成营运，拉林铁路全面开工建设，电力装机容量达230万千瓦，行政村移动信号全覆盖。在全国率先实现15年免费教育，率先实现五保集中供养和孤儿集中收养，率先实现城乡居民免费健康体检。今天的西藏，呈现出科学发展、和谐稳定、民生改善、民族团结、宗教和睦、文化繁荣、生态良好、边防巩固的良好局面。西藏站在了新的历史起点上。
西藏发展进步的伟大实践充分证明，只有坚持中国共产党的领导，坚持社会主义制度，坚持民族区域自治制度，才能发展西藏、繁荣西藏。十四世达赖集团逆历史潮流而动，从未停止分裂祖国的破坏活动，完全违背了我国宪法和国家制度，极大损害了西藏各族人民的根本利益，注定逃脱不了失败的命运。不管十四世达赖集团如何变换手法，都无法改变西藏自古以来就是中国不可分割一部分的客观事实，无法抹杀西藏在中国共产党领导下所取得的伟大成就，无法动摇包括西藏人民在内的全体中国人民维护祖国统一的坚强决心，无法阻挡西藏在伟大祖国怀抱中繁荣进步的坚定步伐。
当前，我区已经进入全面建成小康社会的决胜阶段，进入加快发展的重要战略机遇期。中央第六次西藏工作座谈会为推进西藏长足发展和长治久安做出了新的战略部署。我们一定要深入贯彻落实党的十八大、十八届三中、四中、五中全会和中央第六次西藏工作座谈会精神，深入贯彻落实习近平总书记系列重要讲话精神、特别是“治国必治边、治边先稳藏”的重要战略思想和“加强民族团结、建设美丽西藏”的重要指示，坚持以“四个全面”战略布局为统领，坚持“五大发展理念”，坚持党的治藏方略，把维护祖国统一、加强民族团结作为西藏工作的着眼点和着力点，把改善民生、凝聚人心作为经济社会发展的出发点和落脚点。坚定不移开展反分裂斗争，坚定不移促进经济社会发展，坚定不移保障和改善民生，坚定不移促进各民族交往交流交融，确保国家安全和西藏长治久安，确保经济社会持续健康发展，确保各族人民物质文化生活水平不断提高，确保生态环境良好，如期实现与全国一道全面建成小康社会宏伟目标，建成安居乐业、保障有力、家园秀美、民族团结、文明和谐的小康社会，谱写中华民族伟大复兴中国梦的西藏篇章。
