【朝鲜半岛风不止】
朝鲜方面实施第四次核试验并发射卫星。联合国安理会3月2日一致通过第2270号决议，针对朝鲜核、导计划出台一系列制裁措施，重申支持重启六方会谈及通过和平方式实现半岛无核化。国际社会普遍支持安理会通过涉朝决议，敦促朝鲜放弃核、导计划，通过对话解决朝鲜半岛核问题。
安理会通过新的涉朝决议后，朝鲜半岛仍然静不下来。
韩美方面，“关键决断”和“秃鹫”例行年度联合演习本月7日至4月30日同时展开。这被称作自2010年3月“天安舰”事件以来规模最大的韩美联合演习。
韩美军演引发朝鲜方面强烈不满。本月3日、10日、18日和21日，朝鲜据称曾向朝鲜半岛东部海域多次进行发射活动。

对当前半岛局势，中国外交部发言人表示，中方敦促朝方遵守安理会相关决议，但是相关各方都应该保持克制，停止采取可能导致半岛局势紧张升级的行动。
【双轨机制有内涵】
为化解当前困局，中国外交部长王毅近期在多个场合提到“半岛无核化与停和机制转换双轨并进”的“中国方案”。
在这个“双轨并进”中，“半岛无核化”一轨比较好理解。那么，什么是“停和机制转换”呢？“停”代表停战，“和”表示和平。简单说来，停和机制转换就是把朝鲜半岛由1953年朝鲜战争结束后的停战机制转变为和平机制。
2005年，朝核问题六方会谈通过的“9·19”共同声明中，既涉及了朝鲜弃核，也涉及朝鲜与美日实现关系正常化以及谈判建立朝鲜半岛永久和平机制的问题。可以说，这是一个均衡解决各方关切的声明，既解决美韩等国关系的朝鲜弃核问题，也考虑到如何应对朝鲜的安全关切。
但是，在2008年朝核问题六方会谈中断之后，尤其是朝鲜在2013年和今年实施第三次和第四次核试验后，以美国为首，西方对半岛核问题的关注点集中在朝鲜的弃核问题上，刻意回避朝鲜的安全关切，试图以高压姿态迫使朝鲜弃核。
有分析人士认为，西方这种强势的施压造成了朝鲜方面的反弹，朝方出于不安全感和对内宣传需要便可能会更加以硬对硬，继而形成一个恶性循环。
外交部长王毅3月8日就中国外交政策和对外关系回答中外记者提问时表示，半岛问题的最终解决，要综合施策，对症下药。一味迷信制裁和施压，实际上是对半岛的未来不负责任。为此，中方提出实现半岛无核化与停和机制转换并行推进的谈判思路。
无核化是国际社会的坚定目标，停和机制转换是朝鲜的合理关切，两者并行谈判，分步推进，统筹解决，既公平合理，又切实可行。
王毅说，对于其他各方提出的设想，包括以灵活方式开展三方、四方甚至五方接触等，只要有利于把半岛核问题拉回谈判桌，我们都持开放态度。
【有优势，需韧劲】
有专家认为，在当前局势下，朝鲜半岛核问题“中国方案”有助于起到缓解紧张局势的作用。
美朝双方是朝核问题的主要矛盾方。而“双轨并进”这个方案的优势就在于，是实事求是的方案，照顾到了各方关切，体现了六方会谈共同声明的精神以及主持正义和公正、公平原则，也体现了中国负责任大国的形象。
