老板娘用牙咬开火腿肠放到炒饭中，厨师将手指伸进锅里沾汤汁尝味道，员工协助黑作坊入驻平台……被央视“3·15”晚会曝光后，日前网上订餐平台“饿了么”连续发声，并推出一系列整改措施。如今半个月过去，饿了么果真“改了么”？近日，北京晨报记者多路暗访发现，涉嫌无照经营、登记地址虚假、盗用后厨照片等行为仍大量存在于“饿了么”平台。
现象一有证不出示没票有收据
在今年央视“3·15”晚会中，饿了么合作商家被曝出诸多问题，除卫生问题令人作呕，更有“饿了么”员工主动协助无照黑作坊入驻平台。晚会播出后，“饿了么”高调展开危机公关，紧急下线涉事餐厅，对负责商户审核的相关责任人严肃处理，之后又成立专门工作小组，重新审核全国范围的餐厅资质，并推出千人客服24小时待命等“七剑下天山”措施。那么，在声势浩大的“刮骨疗毒”后，“饿了么”果真成了“明厨亮灶”？
日前，北京晨报记者在“饿了么”上随机搜取到一家名为“山西美食香河肉饼”的商户，并在平台显示地址丰台区胡村15号找到这家小店。在店内环顾一周，记者并未在显眼位置发现该店悬挂工商营业执照和卫生许可证，用餐后向店家索要发票，店主直言“不能开发票，只能开收据”。记者就此提出质疑“不能开发票是否因为没有营业执照”，店主愣了一下后立刻表示“有证，我们有证”，随后转身走开，直至记者离开也未拿到发票或看到任何证件。
记者在北京市企业信用信息网上输入“山西美食香河肉饼”，无法查询到该店任何信息。而依据我国《公司登记管理条例》第59条规定：《企业法人营业执照》正本或《营业执照》正本应当置于公司住所或分公司营业场所的醒目位置。我国《企业法人登记管理条例施行细则》第63条第七项规定，不按规定悬挂营业执照的，登记主管机关可以予以警告，责令改正；拒不改正的，将被处以2000元以下的罚款。消费者投诉举报专线电话12315客服人员也表示，即使有营业执照，但未在店内明显位置悬挂的，也属违法行为。食品药品投诉举报热线12331则表示，办理了卫生许可证的必须明示给消费者，否则消费者可以举报，执法人员将进行调查。
现象二店址不靠谱实地找不到
在“饿了么”平台，合作商家都会标出详细地址和营业时间，以此向消费者证明该店的真实性。那么，这些所谓的详细信息靠谱吗？北京晨报记者在调查中注意到，地址弄虚作假在“饿了么”平台并不鲜见。
个别餐厅“名不副实”，如一家名为“口口香（刘家窑店）”，页面下方登记地址显示为“朝阳区”，而根据本市行政区划分，刘家窑及周边地区属于丰台区，另一家“食好运煎饼（蒲黄榆店）”登记地址为“顺义区南法信镇”，需知蒲黄榆与南法信两地相去甚远，直线距离近40公里。
相比之下，部分“幽灵餐厅”更具欺骗性，需实地探访才知店址是“无中生有”。记者在南三环刘家窑附近搜索找到一家名为“杨铭宇黄焖鸡米饭（大中店）”的餐厅，“饿了么”上显示，该商家地址为丰台区东铁营横七条15号。而记者在东铁匠营横七条从南口走到北口，均未发现任何有关“杨铭宇黄焖鸡米饭”的餐厅，负责该段的清洁工及多家路边商户也均表示没听过该店。另一家名为“刚刚烤好”的餐厅在“饿了么”上显示的地址“丰台区芳群园四区19号楼3号（平房）”，而记者实地探访只见平房，不见餐厅，周围居民和停车收费员也都表示“从来没见过”。
一家名为“鬼掉牙半价羊蝎子”的店，“饿了么”显示地址为“丰台区京明世纪商品市场东1号”，北京晨报记者意外发现同一地点登记下的还有另一家“饿了么”合作商户“徽商苑家常菜”，现场探访发现该地址的正主是“徽商苑家常菜”，记者沿小胡同走到尽头，“鬼掉牙”的“鬼影”也没看见。
现象三四店一照片你贴我也用
在被央视“3·15”晚会曝光的问题中，部分“饿了么”合作商家的店中实景与平台照片大相径庭。而北京晨报记者调查发现，不少“饿了么”商家上传的实景照片与店名根本不是一家，或图中信息不全，无法辨认真伪。如“烧烤工坊金牌外卖”店上传照片显示字样仅有“烧烤吧”，“如意土豆粉（沙子口店）”的照片却是“云南过桥米线”。
还有个别商家涉嫌盗图，甚至有四家餐厅共用一张照片的情况。“饿了么”的合作商家“口口香（蒲黄榆店）”显示菜品为盖浇饭和中式炒菜，“实景”图使用了四张图，分别为门面、大堂、后厨和其他，而在另一家“口口香（刘家窑店）”中，门面、大堂、后厨照片竟与蒲黄榆店一模一样，只有“其他”的拍摄角度略有不同。商户“杨铭宇黄焖鸡米饭”和“杨铭宇黄焖鸡米饭（大中店）”的大堂、后厨照也与“口口香（蒲黄榆店）”雷同，只是门面照片各有不同。记者点开这四家店共用的大堂图仔细辨认，发现门口玻璃门上明显有“黄焖鸡米饭”字样，可见“口口香”有盗图之嫌。而两家黄焖鸡米饭中究竟是谁复制了谁，抑或是山寨他人，因两家店皆是虚假地址难有定论。

会向相关部门反映
昨天，北京晨报记者将暗访中发现的一系列问题如实反馈给“饿了么”客服，对方称不接受媒体采访，会将问题全部记录下来向相关部门反映。截至发稿时，记者未收到任何回复。
消费者声音
希望整改别走过场
“饿了么”被央视曝光后，消费者又是怎样的看法？李先生曾是一名“饿了么”的忠实用户，“央视曝光后，我发现我之前的点餐记录全被删除了，而且有些之前订过餐的餐厅改头换面，菜单、店址都没变，只是有了新名字，显示为没有星级的新店了”。另一位消费者刘女士告诉记者，“看到曝光后，真不敢想象我可能也吃了不少黑作坊的东西，从那之后，我就再也不敢用‘饿了么’订餐了。”
当然，被曝光后也确实有一些店面在整改，魏先生就向记者透露，他发现之前经常在“饿了么”订餐的一家肉饼店近期无法下单，“因为就在我们单位附近，我就上门去买了一趟，和老板聊天时他说最近‘饿了么’在整改，先把他们下线了，不让送，等过一礼拜再上线”。闲聊中，魏先生才知道原来该店根本没有营业执照和卫生许可证，“说白了就是个黑作坊，就是他家一礼拜以后上线我也不敢再吃，这一礼拜时间能办下这俩证的可能性不大。”魏先生说，希望“饿了么”的整改不只是走过场，彻底去除问题餐厅，才能让用户吃得放心，留住用户。
