　　国家发展改革委价格司司长施子海29日说，国家发改委日前已批复了云南、贵州、安徽、宁夏、湖北五省（区）电网企业2016年至2018年监管周期的准许收入和输配电价水平。参加第一批改革的五省区输配电价降价空间达55.6亿元。

　　施子海在国家发改委就输配电价改革举行的发布会上说，第一批输配电价改革试点成果落地，表明我国已初步建立了以电网有效资产为基础，保障电网安全运行、满足电力市场需要的独立输配电价机制，实现了电网企业监管模式的转变，有利于强化电网企业自我约束，提高效率、降低成本；有利于电网企业无歧视向所有用户开放，通过竞争提高电力市场运行效率，促进电力供应和需求总量平衡、结构优化；有利于推动电力市场交易，为扩大市场形成电价范围创造条件。

　　输配电价改革是电力体制改革和价格机制改革的关键环节，也是电力供给侧结构性改革的重要内容。电力价格改革的总体思路是“管住中间，放开两头”，推进市场化。输配电价改革则是“管住中间”的关键改革措施。“简单地说，过去电网企业主要通过收取"卖电"和"买电"的"差价"获取利润，改革后将按照"准许成本加合理收益"的原则收取"过网费"。”施子海说。

　　国家发改委价格司巡视员张满英说，输配电价改革的推出，建立了以电网有效资产为基础，对输配电的收入、成本、价格进行全范围直接监管的新模式；约束了电网企业的成本，在对五省区组织交叉监审后，剔除或核减了约160亿元与电网输配电无关的资产和不合理成本，五省区平均核减比例约为16.3%；核定了输配电价，五省区约55.6亿元的降价空间全部用于降低终端电力用户用电价格，降低了企业的用电成本。

　　据介绍，此次五省区输配电价改革试点，由国家发改委会同国家能源局指导相关地方价格主管部门成本调查和监审机构组成了5个联合监审工作组，交叉开展对试点省（区）电网公司的成本监审。根据成本监审结果，并综合考虑第一个监管周期的投资增长、电量增长因素，国家发改委批复了五省（区）电网企业第一个监管周期（2016－2018年）的准许收入和输配电价水平，由相关省（区）价格主管部门对外公布。

　　记者日前在宁夏调研了解到，在宁夏输配电价改革过程中，由湖北省物价部门参与对宁夏电网进行成本监审。宁夏物价局局长郭永生介绍说，根据监审情况，宁夏电网成本核减比例达到19.4%。在2016年至2018年监管周期，确定的平均输配电价为每千瓦时0.1546元，比省内购销差价每千瓦时低1.15分。腾出的降价空间全部用于降低大工业用电价格，总计约为7.6亿元。

　　国家电网宁夏电力公司财务部主任王忻介绍说，在核定输配电价后，宁夏电力的收益率大约为4.7%。“输配电价改革后，将促进电网企业优化运营和管理，推进企业降低成本和提升投资效率。”他说。

　　“输配电价改革的目的是转变对电网企业的监管模式，打破电网在"买电"和"卖电"两头的"双重垄断"，为电力价格市场化奠定基础。”施子海说。
