世卫组织：建议中国为公众免费提供五种疫苗
新京报快讯(记者李丹丹)3月29日上午，世界卫生组织就中国疫苗事件召开记者会。世卫组织驻华办事处免疫规划项目组组长兰斯医生表示，世卫组织建议中国政府把流感疫苗、灭活脊髓灰质炎疫苗(IPV)等五种二类疫苗列入一类疫苗之中。
根据中国在2005年6月施行的《疫苗流通和预防接种管理条例》，中国政府把疫苗分为一类疫苗和二类疫苗两种。其中一类疫苗由政府出资统一采购并免费逐级配发，意味着民众可以免费接种;二类疫苗则由民众自费接种。而此次疫苗事件则暴露出二类疫苗在分发渠道中存在的疏漏。
建议政府免费提供流感疫苗
兰斯医生表示，世卫组织建议中国政府把b型流感嗜血杆菌疫苗(Hib)、轮状病毒疫苗、灭活脊髓灰质炎疫苗(IPV)、流感疫苗以及肺炎球菌疫苗这五种二类疫苗纳入一类疫苗。
这意味着世卫组织建议中国政府出资统一采购以上五类疫苗并免费逐级配发，民众可以免费接种。
兰斯医生表示，中国政府曾经两次扩大免疫计划。疫苗不仅保护生命也能减少经济损失。孩子不用去医院就可以预防一些疾病，这降低了医疗体系的费用和成本。

根据世界卫生组织的官网信息，脊灰(俗称小儿麻痹症)是一种传染性很强的病毒性疾病，可导致不可逆转的瘫痪。2014年，全球约有86%的婴儿接受过三剂脊灰疫苗接种。脊灰被定为全球消灭目标，除三个国家(阿富汗、尼日利亚和巴基斯坦)外该病已在所有国家得到遏制。
2015年12月起，中国在包括吉林在内的部分省份进行脊灰疫苗使用策略调整，将IPV纳入国家免疫规划，下一步将在全国范围内推行。
目前，我国在安徽省等地进行脊髓灰质炎(简称脊灰)疫苗使用策略调整试点工作，将脊灰病毒灭活疫苗(IPV，肌肉注射接种)纳入国家免疫规划。今后，安徽省适龄儿童首剂脊灰疫苗由口服改为注射，即实施1剂IPV加3剂脊灰减毒活疫苗(OPV，口服接种，俗称糖丸)的程序。
