I don′t get it: after the plane landed in the end can not be opened during the glide mobile? if it can, why just say on the radio? if not, then why not a flight attendant blocked?

我每每出差坐飞机，总会看到一个现象:民航客机到站落地后，广播里一定说请大家在飞机滑行时不要打开手机；可是前后左右，差不多人人都打开手机，空姐也看着大家打开手机却从不阻拦……
我真不明白：飞机降落后在滑行期间到底能不能打开手机?如果真是可以，那为什么广播里偏偏就这么说?如果真是不可以，那为什么没有空姐阻拦过？
我以为，飞机起飞前或者飞行中，绝对不可以打开手机，人们对此是理解的，否则可能干扰飞机起飞和飞行而影响安全；但是飞机降落后的滑行期间，打开手机应当是没有影响的。因为在国外坐飞机，我没有听到过这样的提示。另外，搭乘香港国泰或港龙的航班，飞机一落地广播里就说“现在可以打开手机了”。
飞机降落后的滑行期间，打开手机到底对飞行安全是否有影响，对于技术上的道理我不懂。但我想：如果是可以打开手机，那么现在的广播通知内容就必须改变；如果是不可以打开手机，那么空姐就必须公开阻拦！目前的尴尬状态，我们称之为“立法严、执法松”。
“立法严、执法松”这种非法治现象，在我国有一定的普遍性。法律制定得很严格，以至于事实上做不到，然后在执法环节进行放松以求平衡。这样不是违反“科学立法”的要求，就是与“严格执法”相悖，为我国法治所不容。
做不到的法律不要立，立了的法律必须执行！关于本文中的事例，我以为很好解决:如果飞机降落后在滑行期间打开手机确实不会影响飞行安全，就应该像香港国泰和港龙那样，索性就通知大家“现在可以打开手机了”；如果真的还会影响飞行安全，那么空姐们就必须公开而坚决地予以阻拦。
