　　清明前夕，福建多地民政部门部署开展大墓、豪华墓、活人墓专项整治，但“新华视点”记者在沿海一些地方采访发现，不少豪华墓、活人墓等仍在顶风修建：占地3000平方米的豪华墓，祖孙四代的“寿位”提前安置好；生意不好，不少村民把祖坟进行豪华装修来“改改风水”；国家5A级风景名胜区内，依然隐藏着不少豪华墓。

　　根据福建省民政厅提供的数据，去年以来，全省共整治违规坟墓3.3万多座，其中豪华墓166座，活人墓582座。为何大力整治挡不住豪华大墓乱建之风？

　　有家族占地3000平方米建20多座活人墓 5A级景区内藏豪华墓群

　　3月25日中午，福建福清市海口镇黄土山的一处山坡上，一处占地上千平方米的墓穴前，四五名工人正在挖土施工。

　　记者看到，椭圆形的墓穴上方平台约400多平方米，共设有26个墓，其中3个的墓碑上刻有死者名字并配有照片，剩余的23个墓则只有石碑，碑上没有刻字。墓穴下方是400多平方米的平台供祭祀之用，施工人员告诉记者，周边将栽种花草树木。

　　墓旁的一块石碑记载着此墓来历：2010年，陈氏夫妇向乡邻出资购得，占地近3000平方米(含园林绿化地)，共设26个寿位，为家族四代子孙共享之陵园，为其永久祖业。这意味着这26个墓穴有23个是活人墓。

　　海口镇晨光村第4村民小组组长陈乃源告诉记者，修墓者是当地一名企业家，除了出资购买墓地外，他还出资上百万元，在黄土山上修了一条900米的水泥路。

　　记者在现场看到，一些占地上百平方米的墓穴，墓碑上刻有祖孙几代家族人员的名字，有的名字是红色字体，有的名字是黑色字体。据村民介绍，红色字体表示此人目前还健在，属于活人墓；黑色字体则表示此人已去世葬于墓中。

　　在国家5A级景区－－泉州清源山风景名胜区，3月28日上午10时许，记者在一处树林中发现几名工人正在修缮一处四五十平方米的墓穴。在离这片树林不足500米处的一处山头，遍布密密麻麻的墓穴，其中不乏占地数十平方米甚至上百平方米的大墓，有的装修豪华，有的有新近动工的痕迹。

　　3000平方米大墓去年曾被查处 执法人员走后重新开建

　　清源山景区管理行政执法大队大队长李金忠告诉记者，历史上清源山就是当地居民埋葬场所，目前景区共有坟墓十万个左右。近年来，执法大队加大了打击力度，对在景区公开新建墓穴、旧墓翻建、建活人墓等行为予以制止，取得一定成效。

　　据记者了解，2014年，根据群众举报，执法人员对清源山一片山头的20多处活人墓、豪华墓进行了平坟、搬迁处理，但由于这片山头墓穴较多，而且死者已经入土，很难再进一步核对查处。

　　李金忠告诉记者，当地一些居民法律意识淡薄，认为在房前屋后或周边山上修墓没什么大不了，有的村民小组甚至卖地给他人修墓。他坦言，清源山景区64平方公里，执法大队人员才20多人，一些群众在偏远山头“错时”修坟、违规翻建难以根绝，打击难度较大。

　　福清一位执法人员表示，尽管三令五申整治豪华墓、活人墓，但少数基层部门执法敷衍应付，不敢碰硬，导致此类乱象愈演愈烈，村民建墓攀比之风更盛。

　　2015年，记者曾就晨光村大建豪华墓、活人墓现象进行曝光，当地政府表示将严肃查处，陈氏夫妇修建的这片3000平方米墓地也在整治范围之内。据村民介绍，当时镇政府、民政、林业等部门联合执法，对这块墓地用黄土覆盖、填埋，但没过多久，就有工人来挖土复工，现在墓地建设基本没有受到影响。

　　晨光村支部书记陈坤说：“去年以来经济不景气，一些村民投资煤矿亏损较大，有的人就动了豪华装修、扩建祖坟改风水的念头，村里制止了好几起，但仍然有村民偷偷施工。”

　　去年以来，福清市、海口镇相关部门对村里违建豪华墓、活人墓进行了专项整治，填埋了一些违规兴建的墓穴，但村民等执法人员走后，又悄悄挖土重建。

　　漫山遍野的墓穴严重破坏了水土和植被。记者在龙田镇东营村金山看到，方圆数公里的山脊被挖得七零八落，黄土裸露，一些山头已被完全挖掉，还有挖掘机在工作，山上已经建成或正在修建的坟墓上百个。

　　村民告诉记者，这些山上以前多是林地和果园，村民种植桃树、地瓜、花生等农作物，后来逐渐抛荒，有的村民就在自留地上私自建墓，有的则私下卖给他人建墓。

　　活人墓将一律拆除 豪华墓迁移整改

　　1997年出台的国务院《殡葬管理条例》明确提出，任何单位和个人未经批准，不得擅自兴建殡葬设施。禁止建立或者恢复宗族墓地，禁止在耕地、林地、城市公园、风景名胜区和文物保护区等地建造坟墓。

　　陈坤说：“近年来一直在整治占用耕地、林地新建、翻修墓地，但当地一些村民迷信风水，盲目攀比，建大墓、豪华墓、活人墓等陋习一直存在，移风易俗是个长期过程。”

　　专家认为，殡葬改革是一项重大社会习俗改革。由于传统丧葬陋俗的顽固性和反复性，一些地方重敛厚葬之风盛行，占用耕地林地建坟、过度使用不可降解材料、骨灰装棺再葬等问题突出，造成了环境污染和资源浪费，助长了盲目攀比、奢侈浪费等不良治丧风气。

　　当地一些干部坦言，在沿海农村地区，丧葬是家族大事，一些村民炫富攀比，花数十万元甚至数百万元修建墓穴，积习很深，需加大引导和管理力度。

　　福清、泉州等地民政部门负责人提出，要疏堵结合，完善公益性骨灰楼堂和公墓建设，出台激励奖励措施，鼓励墓属将骨灰迁入公墓或骨灰楼堂安葬、安放；对于违法占地建豪华墓、活人墓等行为予以严厉打击，坚决拆除；明确乡镇、村“两委”以及民政、公安、林业等部门职责，对于失职人员严肃追责。
