3月31日，中纪委官方网站发布消息称，山西省煤炭工业厅党组成员、副厅长杨茂林涉嫌严重违纪，目前正接受组织调查。
这是山西煤炭厅第二位落马的官员。此前，他的前任顶头上司——山西省煤炭工业厅厅长吴永平在2014年12月12日落马。

上游新闻记者发现，杨茂林最后一次公开露面是在今年1月6日，山西焦煤西山煤电杜儿坪矿召开的庆祝建矿60周年座谈会，杨茂林出席了座谈会。
在杨茂林的履历中，2010年起担任副厅长的他与吴永平曾有三年搭档生涯。
2014年12月12日，山西省煤炭工业厅厅长吴永平涉嫌严重违纪违法落马，随后被“双开”；去年8月17日，山西省人民检察院依法以涉嫌受贿罪对吴永平逮捕，案件侦查工作正在进行中。
在吴永平落马前一个月，彼时刚上任的山西省委书记王儒林到赴大同、朔州、忻州三市调研考察座谈会上9次提及“腐败”。
王儒林指出，山西因煤而兴，也因煤而困。山西出现系统性、塌方式严重腐败问题，主要发生在煤炭及相关领域，突出表现为易发、多发、高发。由于没有履行主体责任，没有从严治党，不少干部深陷其中，倒在煤上，而且量大面广。
杨茂林的煤炭行业之路
公开资料显示，1980年杨茂林参加工作，开始了在煤炭领域长达36的工作，是一名从井下一线生产岗位一步一步走上来的煤矿领导干部。
1980年杨茂林到西山矿务局开始工作，历任生产科技术员、采区副区长、区长，之后调往西山煤电集团公司工作，2004年12月，任山西焦煤集团公司董事、山西焦煤汾西矿业集团公司董事长、总经理；此后担任任山西省煤炭工业厅副厅长、厅党组成员。
早前有报道称，在杨茂林担任山西焦煤汾西矿业集团公司董事长时，他被称为“汾西领路人”。报道称，1995年10月至2000年7月，杨茂林担任杜儿坪矿矿长，主持制定了《杜儿坪矿素质工程考核实施细则》，把生产、安全、质量、经营和精神文明建设统一纳入考核范围，有效促进了矿井的长周期安全生产。大力实施成本倒算管理，建立内部模拟市场，推行模拟法人运转等经营管理办法，一举扭转了杜儿坪矿的亏损局面，使矿井产量和经济效益大幅提高，跨入了西山煤电集团公司先进矿井行列。
2004年12月起，杨茂林任山西焦煤集团公司董事、山西焦煤汾西矿业集团公司董事长、总经理，三年时间，汾西矿业在山西省工业企业百强的排名，由24位前移到16位。
