  根据市委、市政府的统一部署,经市政府同意,本市从今日起调整一系列民生保障待遇标准。本次调整的民生保障待遇标准包括最低工资标准、企业工资增长指导线、失业保险金标准、有关就业补助标准、工伤保险三项待遇标准,以及职工医保年度统筹基金最高支付限额等。


  ■最低工资标准


  小时最低工资标准达19元


  从今日起,本市月最低工资标准从2020元调整到2190元,增加170元;小时最低工资标准从18元调整到19元。


  月最低工资标准适用于全日制就业的劳动者,在法定工作时间或依法签订的劳动合同约定的工作时间内提供了正常劳动的,用人单位支付的月工资不能低于月最低工资标准。需要说明的是,本市月最低工资标准不含劳动者个人依法缴纳的社会保险费和住房公积金,应由用人单位另行支付。劳动者延长工作时间的加班费,中班、夜班、高温、低温、有毒有害等特殊工作环境、条件下的津贴等也不作为月最低工资标准的组成部分。


  小时最低工资标准适用于非全日制就业的劳动者,即在同一用人单位一般平均每日工作时间不超过4小时,每周工作时间累计不超过24小时。小时最低工资标准不包含劳动者个人和单位依法缴纳的社会保险费。


  在调整最低工资标准时,主要考虑城镇低收入家庭基本生活费用支出、城镇居民消费价格指数、职工平均工资、经济发展水平、企业人工成本等因素。在方案拟订过程中,充分听取了企业和劳动者等方方面面的意见,兼顾了双方的利益。


  ■企业工资增长指导线


  下线为4%,上线为14%


  经综合考虑本市经济发展、居民消费价格、工资水平等情况,制定了2016年本市企业工资增长指导线,平均线为9%,下线为4%,上线为14%。


  企业应当建立与劳动生产率提高相适应的工资正常增长机制,积极开展工资集体协商,合理确定企业平均工资增长水平,以及不同岗位人员的工资调整幅度。


  生产经营正常、经济效益增长的企业,可参照平均线确定工资增长幅度。其中,上年平均工资水平低于全市职工平均工资60%的企业,可参照上线增长工资;上年平均工资水平为全市职工平均工资二倍以上的,应按平均线以下水平增长工资。生产经营困难、经济效益较差的企业,工资增长幅度可以低于下线。


  应当努力提高工资水平偏低的生产服务一线岗位人员工资水平,一线职工工资增长幅度应当不低于本企业职工工资的平均增长幅度,企业高管的工资增长幅度应低于本企业职工工资的平均增长幅度。


  ■失业保险金标准


  1-12个月每档增160元


  为切实提高失业人员的生活保障水平,今日起调整失业保险金标准。


  本市失业保险金标准根据失业人员的累计缴费年限和年龄确定,目前分为三档。调整后,第1-12个月失业保险金三档标准每档增160元,分别提高到1415元/月、1470元/月、1520元/月;第13-24个月的失业保险金标准为第1-12个月的失业保险金标准的80%,并按照高于本市城镇“低保”标准10元左右确定托底标准。


  ■就业补助标准


  随最低工资标准调整


  从今日起,本市青年职业见习、协保人员、大龄失业人员就业的补贴标准随本市最低工资标准的调整作相应调整,青年职业见习学员生活费补贴从1616元/月提高到1752元/月,协保人员就业补贴、大龄失业人员自谋职业就业岗位补贴都从1010元/月提高到1095元/月。


  同时,从今日起对实行全日制工作的万人就业项目公共服务类队伍(包括河道保洁、林业养护、社区助老、社区助残)从业人员的收入标准,在现有2140元/月的基础上每人每月增加170元,调整为2310元/月。


  ■工伤保险标准


  调整三项待遇标准


  今起,对2015年12月31日前发生工伤致残或因工死亡人员的工伤保险三项待遇标准进行调整。


  一是工伤致残一级至四级人员享受的伤残津贴,在目前享受待遇标准的基础上进行调整:致残一级的,增加440元/月;致残二级的,增加420元/月;致残三级的,增加390元/月;致残四级的,增加370元/月。


  二是生活不能自理工伤人员的生活护理费,在目前享受待遇标准的基础上也进行了调整:生活完全不能自理的,增加240元/月;生活大部分不能自理的,增加200元/月;生活部分不能自理的,增加140元/月。


  三是因工死亡人员供养亲属抚恤金标准也同时进行调整,在目前享受待遇标准的基础上,每人每月增加100元。


  ■医保封顶线


  从39万元增至42万元


  今起,将2016医保年度职工医保统筹基金最高支付限额从39万元提高到42万元,最高支付限额以上的部分,仍由地方附加医疗保险基金支付80%。小城镇医保最高支付限额同步调整。2016医保年度本市职工基本医疗保险参保人员门急诊自负段标准、统筹基金起付标准均不作调整。


  此外,今起外来从业人员全面参加本市五项职工基本社会保险。


  相关政策文件正式颁布后,将在上海市人力资源社会保障网www.12333sh.gov.cn公布。

  五大社会救助标准


  晨报记者陈里予报道 为进一步加大民生保障力度,本市今日起调整提高部分社会救助标准,包括城乡居民最低生活保障标准、特殊救济对象定期定量补助标准、农村五保供养标准、低收入困难家庭申请专项救助的收入标准和申请社会救助家庭中就业人员收入豁免标准。具体方案如下:


  一、本市城乡居民最低生活保障标准,从每人每月790元调整提高到每人每月880元。二、调整提高特殊救济对象定期定量补助标准,重残无业人员、社会孤老残幼、三胞胎和司法老残等4类对象,从每人每月1030元提高到每人每月1150元。散居归侨、历史老案纠错平反人员等8类对象,在原标准的基础上,每人每月增加150元-370元不等。三、农村五保供养对象的日常生活费标准从每人每月不低于1030元调整为每人每月不低于1150元。四、本市低收入困难家庭申请专项救助经济状况认定标准中,收入标准调整为:城乡居民家庭月人均可支配收入低于1760元。五、申请救助家庭中就业人员收入豁免标准,从每人每月835元提高到每人每月870元。在经济状况认定时,对申请社会救助家庭中就业人员的收入,按照该标准予以豁免。
