长三角水域率先实施中国船舶最严“限排令”

  中新网南京4月1日电  (朱晓颖 赵晓俊)“船靠港,转好油”,减少船舶停泊时期对空气造成的污染。看似“细枝末节”的严苛要求,变成了现实。4月1日起,长三角率先实施中国船舶最严“限排令”,迈出“减排”第一步。

  今年2月1日,中国宣布首次设立船舶大气污染物排放控制区。珠三角、长三角、环渤海水域为3个船舶排放控制区。长三角是最先实施减排的区域。

  船舶在长三角水域排放控制区核心港口靠泊时所烧燃油,将受严格限制,因此,新规被业界称为“史上最严限排标准”。

  据江苏海事局危防处副处长丰岩介绍,“限排”最核心的要求,就是船舶靠岸时用油“门槛”提高。1日起,所有长三角船舶在排放控制区内的核心港口区域靠岸停泊期间,应使用硫含量不超过0.5%的燃油。这对船企提出了更高要求,靠泊成本也水涨船高。那些不达标的船舶,海事部门有权滞留、罚款1万元至10万元(人民币)等。

  长三角区域港口密集,航行船舶众多,排放污染对大气环境质量造成严重影响。以江苏为例,据江苏海事局统计,2015年,长江江苏段船舶燃油供应量达238.9万吨,燃油供应船舶量超10万艘次。

  经初步测算,新措实施后,对PM2.5的一次减排率为10%左右,对硫氧化物的减排率为20%左右。据交通部提出的目标,到2020年,珠三角、长三角、环渤海水域船舶硫氧化物、氮氧化物、颗粒物与2015年相比,要分别下降65%、20%、30%。

  丰岩表示,暂时无法做到靠岸转烧好油的船舶,还有替代举措减排。在江苏,已建成岸电系统538套,船靠港后可接入岸电系统“插座”充电;船舶还可使用清洁能源,如在江苏建成的中国首个水上LNG(液化天然气)加注站使用清洁燃料;或者进行彻底改造,安装尾气处理装置。
