中新网4月1日电 据农业部网站消息，今日，农业部部署启动2016年珠江禁渔和执法行动，要求组织渔政船艇和执法力量加强禁渔期执法检查，清理取缔违禁渔具和非法捕捞，依法严厉查处电毒炸鱼等严重破坏资源和生态的违法犯罪行为，重点查处电毒炸鱼，使用迷魂阵、地笼网、抬网等违规渔具进行捕捞的行为。
从4月1日12时开始，珠江在江西、湖南、广东、广西、贵州、云南六省(区)的干流、重要支流及通江湖泊进入禁渔期。为做好禁渔期执法管理工作，4月1日上午，农业部长江流域渔政监督管理办公室组织珠江流域江西、湖南、广东、广西、贵州、云南等6个省(市)开展禁渔期同步执法行动。
农业部要求各地结合本地区实际情况，做好组织动员和执法管理工作，组织渔政船艇和执法力量加强禁渔期执法检查，清理取缔违禁渔具和非法捕捞，依法严厉查处电毒炸鱼等严重破坏资源和生态的违法犯罪行为。期间，农业部还将组织巡航督查和交叉检查，以确保禁渔期制度顺利实施。
农业部强调，沿江各级政府要充分认识实施禁渔期制度对养护水生生物资源和保护水域生态环境的重大意义，组织落实好禁渔期间渔民组织动员和生活补贴补助等社会管理工作；各级渔业部门和执法机构要高度重视，恪尽职守，公正、严格、文明执法，确保禁渔期管理秩序良好，确保禁渔产生应有效果；广大渔民朋友要自觉遵守禁渔管理规定，杜绝非法捕捞，监督举报违法行为，共同维护禁渔秩序。
农业部表示，为了更好贯彻执行珠江禁渔期制度，加强珠江生态养护，将组织开展系列执法行动。
——非法捕捞清理整治。在珠江流域加大清理整治“绝户网”、取缔涉渔“三无”船舶和打击电毒炸鱼工作力度，巩固前期执法成果，养护水生生物资源。重点查处电毒炸鱼，使用迷魂阵、地笼网、抬网等违规渔具进行捕捞的行为。
——水生生物增殖放流活动。农业部将广泛组织各地规范开展水生生物增殖放流活动，使禁渔期管理与水生生物资源和水域生态修复工作相得益彰，进一步推动渔业绿色发展，切实加强珠江流域生态保护，全面推进水域生态文明建设。
——做好相关工作保障。各级渔政部门将大力组织开展培训辅导等活动，促进渔业增效和渔民转产转业；认真落实柴油补贴等中央强农惠农政策，全心全意做好渔民解困工作；积极组织水产科研单位开展渔业资源监测评估，为禁渔期制度执行提供科技支撑。
