First, over the past three years, climate change has become a pillar of the bilateral relationship. The two countries have taken effective measures to establish domestic green and low carbon and climate resilient economy, boosting global action to address climate change, and the Paris agreement was finally reached in December last year. Second, today, the two Presidents announced joint efforts to tackle climate change was an important initiative. They also encouraged the parties to the United Nations Framework Convention on climate change to do the same, so that the early entry into force of the Paris agreement. The two heads of State further commitments that they will work together with other parties to push for the full implementation of the Paris agreement, fight against climate threats.


Third, the two heads of State recognized that the Paris agreement marks a global commitment to address climate change, and also needs quickly to a low carbon and climate resilient economies in transition stronger signal. To this end, the two heads of State also pledged to both this year and work together with other countries in the relevant multilateral forums to achieve positive results, including the Montreal Protocol, in accordance with the "Dubai route planning" HFCs amendments and the Assembly of the International Civil Aviation Organization global measures to tackle greenhouse gas emissions from international air. To accelerate clean energy innovation and application, announced by the two sides will make joint efforts to implement the Paris Conference "innovation" initiative objectives and promote clean energy Ministerial Conference. This year, the two heads of State support in the success of the Group of 20 Summit to be held in Hangzhou, including achieving strong results on climate and clean energy, and called on the Group of 20 countries in constructive international cooperation on energy and climate change. Four, and finally, the two heads of State pledged to take concrete steps to implement the Joint Declaration of September 2015 funding priorities concerning the use of public resources and to encourage commitment to phasing in low-carbon technologies. Since the Joint Declaration was published, United States in the economic cooperation and development under the framework of the Organization to promote successfully developed the first set of multilateral standards for export credit support for coal-fired power plants, China has been strengthening green and low carbon policies and regulations to strictly control the flow of public investment at home and abroad with high pollution and high emissions projects.

  一、过去三年来,气候变化已经成为中美双边关系的支柱。两国已在国内采取了有力措施建立绿色低碳和气候适应型经济,助推全球应对气候变化行 动,并最终于去年12月达成了《巴黎协定》。习近平主席和贝拉克·奥巴马总统2014年11月一起宣布了富有雄心的气候行动,志在率先垂范,至一年后巴黎 会议开幕时已有186个国家提出了气候行动。2015年9月,习近平主席对华盛顿进行国事访问期间,两国元首提出了关于巴黎会议成果的共同愿景,并宣布了 应对气候变化的主要国内政策措施和合作倡议以及在气候资金方面的重要进展。在巴黎,中美两国共同并与其他各方一道,为达成具有历史意义的、富有雄心的气候 变化全球协议发挥了关键作用。


  二、今天,两国元首在共同努力应对气候变化方面又宣布了一项重要举措。中美两国将于4月22日签署《巴黎协定》,并采取各自国内步骤以便今年 尽早参加《巴黎协定》。他们还鼓励《联合国气候变化框架公约》其他缔约方采取同样行动,以使《巴黎协定》尽早生效。两国元首进一步承诺,将共同并与其他各 方一道推动《巴黎协定》的全面实施,战胜气候威胁。


  三、两国元首认识到,《巴黎协定》标志着应对气候变化的全球性承诺,也发出了需要迅速向低碳和气候适应型经济转型的强有力信号。为此,两国元 首也承诺今年双方共同并与其他国家一道努力在相关多边场合取得积极成果,包括《蒙特利尔议定书》下符合“迪拜路径规划”的氢氟碳化物修正案和国际民航组织 大会应对国际航空温室气体排放的全球市场措施。为加快清洁能源创新和应用,双方将共同努力落实巴黎会议上宣布的“创新使命”倡议各项目标,并推进清洁能源 部长级会议工作。两国元首支持今年在杭州举行的二十国集团峰会取得成功,包括在气候和清洁能源方面取得强有力成果,并号召二十国集团成员国建设性开展能源 和气候变化国际合作。双方将通过中美气候变化工作组、中美清洁能源研究中心以及其他努力继续深化和拓展双边合作。


  四、最后,两国元首承诺采取具体步骤落实2015年9月联合声明关于运用公共资源优先资助并鼓励逐步采用低碳技术的承诺。自联合声明发表以 来,美国在经济合作与发展组织框架下推动成功制订了第一套利用出口信贷支持燃煤电厂的多边标准,中方也一直在加强绿色低碳政策规定以严格控制公共投资流向 国内外高污染、高排放项目。


  五、中美气候变化方面的共同努力将成为两国合作伙伴关系的长久遗产。(完)
