　　新京报讯 （记者李婷婷）一排排绿树、一簇簇花木……昨日，位于朝阳区孙河地区的榆悦湾公园，柳树、杨树、槐树等植物呈现一片绿色，早已没有了往日批发市场的脏乱景象。

　　榆悦湾景观公园西侧，沙子营公园内也正在绿化，目前已经建成了700余亩绿化面积，未来将建成相当于两个奥林匹克森林公园的万亩沙子营湿地公园。

　　记者从朝阳区农委了解到，朝阳农村地区今年还将疏解低级次市场、出租大院及废品回收场站120余家，疏解后空间将用于绿地建设和产业发展。

　　疏解市场建500亩景观公园 10月完工

　　朝阳区孙河地区的榆悦湾公园，原是一座脏乱批发市场，随着城市化发展，市场逐步被清退疏解。

　　如今的榆悦湾公园内，已经种上了各种苗木，显露出了郁郁葱葱的景观公园模样。

　　孙河乡绿化施工队队员王鹏云介绍，榆悦湾公园建设工程总面积536亩，位于孙河乡原孙河村，紧邻地铁15号线，位于京密路的出京方向。公园建设方面，将在平原造林建设的基础上进行景观提升，按照城市休闲公园标准进行建设。公园将打造森林景观，结合广场、座椅等休憩娱乐设施及各种休闲服务设施。公园周边，位于朝阳区孙河乡原孙河村的村民，约有2万人就近搬迁上楼，安置在京平高速南侧康营家园社区。

　　建设进度方面，王鹏云表示，目前已经建成70%到80%，10月1日前可完工。

　　公园建成后，可服务当地群众约4万人。

　　关停35家砂石料场 年底建成千亩公园

　　榆悦湾公园西侧的沙子营村，两年前，漫天尘土飞扬。去年4月，区域内的35家砂石料场全部关停，清理砂石料17万吨，收回土地资源面积780亩，拆除违法建设2600余平方米。

　　如今取而代之的是沙子营公园。昨日，记者在沙子营公园内看到，去年的荒地上，现在已经被绿树覆盖，绿化队工作人员正在种植树苗，公园内还有十几辆正在作业的挖掘机。

　　孙河乡相关负责人介绍，目前，砂石料场及周边低级次产业疏解后的区域，已建成700余亩沙子营公园，已完成种植各类乔木1.5万余棵，灌木6万余棵，地被18万余平米。树种主要采用国槐、白蜡、馒头柳、毛白杨、油松、碧桃、山杏等。

　　今年，孙河乡计划进一步扩大公园规模，打造1000亩的精品公园，公园内将设有步行道、休闲广场、篮球场等设施，预计今年年底建完。同时，该负责人介绍，这里计划建成一处1.65万亩的沙子营湿地公园，东到京密路，西到小清河，北到温榆河，南到京平高速，面积相当于两个奥林匹克森林公园，为地区居民营造一个集休闲、锻炼、氧吧、文化为一体的绿色空间。

　　今年将疏解低级次市场等120余家

　　今年朝阳区将“控”与“疏”双管齐下，聚焦重点疏解领域，完成33家低级次市场、75处出租大院及15个废品回收场站拆除清退任务。

　　朝阳区农委介绍，朝阳区将以2016年、2017年、2020年为三个时间节点，制定城市功能疏解整体方案。针对低级次市场、出租大院和群租公寓、废品回收场站等，将“就地淘汰一批、改造升级一批、转移疏解一批”。而疏解出的空间，将用于增加地区绿色容量，同时发展“高精尖”产业。

　　在朝阳区南磨房乡的东郊市场、四惠建材城，常营乡的造纸厂等项目，疏解后都已实现绿化或规划为生态公园，今年朝阳区还将在南部启动黑庄户乡国家农业公园建设。

　　同时，2014年启动的一道绿化隔离地区城市化建设试点工作，截至2015年底，“一绿”的将台、常营、豆各庄、南磨房、太阳宫、来广营6个乡，累计完成绿化3500亩，农转居1.6万人，已腾退352余万平方米，疏解19个低级次市场，并将保障1.16万农民上楼安置。同时，将在东风、东坝、三间房、平房和管庄5个乡启动第二批一绿试点工作。

　　5个月的疏解拆迁村民很支持

　　关于孙河乡沙子营地区的疏解还绿情况，昨日新京报记者对话了朝阳区孙河乡党委副书记贾哲。

　　新京报：拆迁疏解历时多久？

　　贾哲：从去年5月份开始清理，到10月完成拆迁。

　　新京报：拆迁过程中是否有阻碍？

　　贾哲：实话说，其实拆迁是有个起因的。去年4月份，有个出租大院里发生了火灾，造成了一定的人员伤亡。这件事之后，当地村民、承租户以及我们都希望尽快整治和改善环境。

　　另外，以前的废品回收场和出租大院等产业都不再适合当地的发展，当地人生活得也很不舒适，加上市政府的首都功能定位政策的鼓励。因此，村民和拆迁户都比较支持。

　　新京报：被疏解的人员都去了哪里？

　　贾哲：有一部分人搬到了打工子弟学校附近，还有一部分人回老家了。因为此前十几年来，这个区域有很多废品回收场，属于北京地区的废品中转站聚集地，但是如今这个行业在北京没有了销路，已经生存不下去了，所以这部分人员多数选择回老家或去其他地区。

　　新京报：疏解后，当时公园建设是怎么规划的？

　　贾哲：拆迁完成后，最开始我们只是想给附近的村民建几百亩的小公园。

　　后来，随着疏解非首都功能的政策，规划了一个1.65万亩的沙子营湿地公园，作为适合天通苑、望京等周边地区居民的生态公园，今年一期将建成1000亩的精品公园，这个消息也让我们很高兴。

　　新京报：绿化的过程是怎么样的？

　　贾哲：在沙子营公园种树过程中，我们需要先对地面的土壤进行梳理，再就近取一些好的土壤复耕。而且这个地区以前有个特点，地面上不是“坑”就是“包”，我们就把“坑”填平，不断改善环境。

　　“公园还在建，每晚来遛弯儿”

　　家住沙子营村的村民沈爱新，在村里已经住了30多年。在她印象里，沙子营村周边的市场和出租大院只能用“脏乱差”来形容。

　　沈爱新说，沙子营公园所在的位置，以前有数十家废水厂、黑心棉厂等，属于沙子营村的“村外村”，路面堆有垃圾，还常有脏水流出来，加上周边的砂石场，空气中也常扬尘。“以前我是很少往这边来的。”

　　谈起如今正在建设的沙子营公园，沈爱新忍不住笑起来。“现在环境好多了，公园快建成了，我想想都觉得很高兴，现在晚上吃完饭我们都过来遛遛弯儿。”她说，以前是想出去走也没地方，现在有了去处，虽然公园还没完全建好，但也想来公园树林里转转。
