　　北京市民政局曾发文称，对于租用合同到期的传统墓穴，应以适当方式进行节地生态化改造。然而，这些无人祭扫的老墓怎么办，成了墓地改造的盲点。

　　公墓多处墓碑联系不上家属

　　“同志，我们这墓还让续租吗？”昨日上午，在八宝山人民公墓业务厅内，72岁的李莉专门从美国赶回北京来扫墓，并向工作人员询问“老墓续租”的问题。记者从北京市区多处公墓了解到，在媒体报道了北京推行生态殡葬，传统墓穴到期原则上不续租的消息后，不少市民前来询问。

　　北京规定公墓的租期为20年，续费一次一般可延长10年。据北京市民政局介绍，从2013年开始，北京市就迎来了20年公墓租期的到期高峰，北京市33家经营性公墓中，包括八宝山人民公墓、万安公墓、太子峪陵园、福田公墓、八达岭人民公墓等，都面临大量墓碑到期的问题。仅八宝山人民公墓，截至目前，到期墓穴就有37000座左右。

　　在这片区域，多数墓碑已经断裂或被泥土掩埋，有的墓碑只露出了几十厘米的石块，如果不是在墓区，都看不出这是墓碑。一座墓碑正面刻着一个五角星，还刻有“解放”二字，其他字迹都看不清了。墓地管理人员介绍，这可能是一块军人的老墓。

　　八宝山人民公墓发言人倪晓峰介绍，对于租用合同到期的传统墓穴，“未来的方向是生态化改造，但具体如何改造，目前还没有相关政策出台。到期的老墓仍可按政策交费办理续租业务。”

　　目前，八宝山人民公墓已有近4万座墓穴到期，倪晓峰表示，八宝山将分期分批办理续租业务。目前，墓地正在进行第三批老墓续租工作。

　　对于是否能接受墓地改造，昨日，前来八宝山扫墓的一对老姐妹说，她们都是石景山的老居民，爷爷、爸爸都葬在这里。她们自己去世后可以接受生态葬，但已经下葬的父辈们的墓还是不能改造。

　　福田公墓的一名负责人告诉记者，因为福田公墓已建有80多年，因此园内有不少老墓，一部分是新中国成立之前和初期就埋葬在此的遗体墓，约占总量的13%，但占地面积在80%左右；另外一部分则是改变丧葬方式后的骨灰墓，但按规定已经超过20年的产权期，也有1500多个。

　　老墓的改造和续租问题受到关注。上述负责人表示，对于七八十年前的遗体墓，因为国家层面没有相关的处理办法，所以公墓目前尽量维持现状，“想要对这部分墓进行改造遇到的问题挺多，主要是观念的问题，很多人不能接受把遗骨火化后再葬，所以我们还是尊重家属意愿。”

　　而对于过了产权期的骨灰墓，该负责人告诉记者，临近清明已经有不少人咨询续租的问题，但是也有一些“过期墓”联系不到人。

　　据介绍，目前福田公墓可以提供续租服务，如果承租人没有发生变化，只需携带身份证和公墓的穴位证前往办理。

　　目前没有家属同意接受改造

　　万安公墓一处墓园里，一些十几年到二十几年的老墓，也已出现了墓碑破损的情况，周边土地有些光秃，绿化也较新墓差些。工作人员介绍，一般新墓前几年亲属来祭扫的次数多一些，往后会逐渐减少，同时也存在亲属出国不方便扫墓的情况。

　　据介绍，今年清明，主动咨询续租的家属比以前多，其中几名家属还希望提前续租。对此，公墓业务员都会积极介绍并建议树葬等生态安葬政策，但目前还没有家属同意接受改造。

　　不过新京报记者在万安公墓办事大厅注意到，一些在公墓寄存骨灰的家属，准备办理手续，参加海撒。

　　万安公墓管理处副主任石江海表示，根据民政局的政策，原则上传统墓穴到期后不再续租，但市民接受还需要一定的过程。如果家属强烈要求续租，不接受生态改造，政策也会给一定的空间。但总的来说，万安公墓还是鼓励到期墓穴进行生态改造。
