  外媒称,在中国河北省唐山市高新区,有两幢颇具设计感的深色高楼,轮廓线波浪般起伏,墙面活泼点缀着五彩色块,与普通公寓楼并无二致。然而,这个名为“大陆·青年都会”的楼盘已经延期交付两年有余,院内杂草丛生,售楼处大门紧锁,是当地诸多烂尾楼中最知名的一座。


  据路透社网站3月29日报道,和很多中国三四线城市一样,唐山经历了2008-2009年金融危机后的大拆大建,短暂繁荣后又迅速降温,从紧的货币环境导致部分本地开发商资金断裂,留下一堆烂摊子。巨大库存压力下近两年唐山楼市低迷不振。


  中国指数研究院分析师刘雪瑞今年2月在其回乡见闻报告中指出,唐山经营性用地成交量在2013年达到最高峰,近三年成交地块的规划总建筑面积达3592万平方米,而同期年均销售面积仅263万平方米,按照这一去化速度计算,近三年成交的地块去化需要13年之久。


  报道称,中国房地产市场分化严重,在“因城施策”的政策指导下,一方面是上海和深圳等楼价疯涨的一二线城市纷纷勒紧调控缰绳,另一方面则是去库存压力沉重的诸多城市使出浑身解数,刺激购房需求。


  尽管唐山是河北省首屈一指的经济强市,人均GDP位列省内首位,但烂尾楼让唐山人在购房时心存顾虑;而这座以钢铁和煤炭等重工业闻名的城市,目前还未能吸纳太多新市民需求,反而因仅距离首都北京一个半小时的高铁路程,流失了不少年轻人。

  报道称,与触目惊心的成片烂尾楼形成鲜明对比的是,市中心某新盘销售中心并不冷清。这个由某上市公司开发的省优工程,因其优越的地段和学区而受青睐,2011年开始销售至今,销售率已达99%。


  该楼盘销售主管俞先生称,唐山贷款利率降低了,放款更快审核也更宽松,而房价较之2013-2014年的高点,普遍降了2000元/平米左右,现在对于唐山人来说是买房的好时候。


  据其了解,近期一些楼盘卖得很火,唐山购房者已观望了两三年,到一定年龄是刚需,这就释放了小部分需求,卖得好的楼盘基本集中在80-120平米。大型开发商的现房,更受欢迎。


  唐山一家大型央企工作的马经理说在苦等期房未果后,也于去年年中购置新房。


  一些遭遇烂尾楼的唐山人并没有选择像马经理那样再购房。在北京一家大型外企工作的小杜,家里2010年11月被平改(平房改楼房),父母租了一 年房子后到北京给她带孩子,至今平改楼未建好;而在北京一家出版社工作的唐山人小孟,唐山的表弟家五六年前遭拆迁,承诺的两套房至今还在纸面,今年要结婚 的表弟,会选择先租房。


  报道称,尽管中央已将“去库存”定为今年五大任务,但中原集团研究中心总监刘渊认为形势严峻:三四线地区一方面是供应过剩,人均不缺房,房屋存量高,土地存量也高;另一方面是需求不足,人口增长慢甚至负增长,年龄结构老化(年轻人都去大城市)。


  “因为供大于求,所以价格不会涨,价格不涨怎么刺激需求也没用。”他说,“靠压住一线,让大家去买三四线是不现实的。”
