北京未来5年生态安葬比例“节节高”

　　记者日前从北京市长青园骨灰林基地获悉，作为北京市推广生态殡葬的示范基地，该墓区将在现有的6.5亩骨灰林区域外，再规划12亩地用于树葬、草坪葬等生态殡葬。同时，北京市民政局相关负责人也介绍，未来5年，北京市每年生态安葬率都将提高1个百分点，到2020年实现50%的生态安葬比例。

　　清明期间，位于朝阳区黑庄户乡的长青园骨灰林基地迎来不少前来祭扫的市民。记者在骨灰林树葬区域看到，市民围着一棵棵松树下的墓碑献花扫墓。有的树下有绿植围树一圈，有的树木则挂有朵朵绢花。从远处看，墓碑仿佛“隐身”起来。这就是北京市倡导的“建墓不见墓”的生态安葬。

　　据长青园骨灰林基地主任曹杰介绍，目前长青园的生态安葬率达到67%，以卧墓、小艺术碑为主。

　　在近日公布的《北京市殡葬事业发展规划（2016-2020年）》，以及北京此前公布的《关于全面推进绿色生态殡葬建设的意见》中，北京“十三五”末力争骨灰安葬生态化比例达到年安葬量的50%，骨灰撒海数量达到年火化量的4%以上，骨灰景观撒散数量达到年火化量的2%以上。

　　北京市民政局副局长、新闻发言人李红兵介绍，绿色生态殡葬强调遗体处置无害化、骨灰安置生态化、服务环境的园林化、祭祀行为的文明化。“未来北京有墓地的区都要建设一处绿色墓地的示范园，骨灰生态安葬比率达到100%。全市经营性公墓均要设置骨灰景观撒散区。”

　　生态葬有哪些主要方式？

　　1 立体安葬

　　办理方法 2009年1月1日以后死亡的具有北京市户籍的居民均可到长青园申请公益性立体骨灰安葬业务。丧事经办人办理骨灰安葬业务须持亡者的户籍证明、死亡证明或火化证明及经办人的身份证明的原件及复印件。亡者为重点优抚对象和享受本市城乡居民最低生活保障待遇的对象，还须持民政部门开具的相关身份证明原件及复印件。

　　2 骨灰撒海

　　申请流程 申请海葬需提供三方面资料：一是关于逝者的户籍、遗体火化或骨灰存放证明；二是关于家属（或其他特定委托人）对逝者骨灰处置权的证明，如户籍证明或亲属关系证明等；三是关于随行家属人数和身份证件的复印件。同时携带逝者骨灰，即可签订骨灰撒海服务协议，移交骨灰。

　　申请地点 北京市骨灰撒海办公室设在北京市殡仪服务中心，全年办理骨灰撒海手续。三个办理网点包括：北京市殡仪服务中心（海淀区颐和园路17号，电话62543669）；八宝山殡仪馆办理处（八宝山革命公墓院内，电话88255229）；东郊殡仪馆办理处（东郊殡仪馆院内，电话52458930）

　　收费状况 王德东介绍，目前北京有三种类型的海撒，分别是机动播撒、代撒和家庭式海撒，其中前两种方式均不收费，家庭式海撒会收取一定数量的成本费，比如租用船只、车辆等费用。这笔费用均按成本收取，租船花多少钱，就收多少钱。家庭式海撒是预约海撒，一般在周末进行，时间协议中商定。
