北京公安局曝光纪检干部抓陕西“房姐”案内鬼|房姐_新闻资讯
法制晚报讯(记者 唐李晗 编辑 吴洁)法晚(微信公号ID:fzwb_52165216)记者今天从北京市纪检监察网获悉，市公安局派驻出入境管理总队纪委书记张明华，先后查办了多起民警违纪案件，其中包括查办陕西“房姐”案内鬼、造谣“李某某”母亲买通民警案等大案。
从警26年，在纪检监察岗位工作了近10年，张明华结合违纪民警这一特殊工作对象的身份特征，独创了“平淡工作法”，通过化解违纪民警的对抗心理，查办一批大案。
2013年1月17日，陕西省神木县银行副行长龚某某在北京等地拥有几十套房子的帖子在互联网上迅速热传，引发了众多网民的关注，因为她拥有多重户口和住房，被网民们戏称为“房姐”。这条信息引起了市公安局领导的高度重视，要求纪委迅速展开工作，张明华挑起了这个重担。
在调查初期，涉案民警的侥幸和抗拒心理十分明显。在与涉案民警谈话时，张明华以情感激励，把控谈话节奏，最终突破困局，进行了立案调查。经过20多天，案情终于查明，相关责任人被严肃处理。
此后，公安部通报，为陕西“房姐”违法办理户口的7名犯罪嫌疑人被刑拘，其中包括张民华查出来的这位民警。
2014年，备受关注的“李某某等五人涉嫌强奸案”发生后，网络上传播着一条帖子，称李某某母亲买通海淀看守所民警，对李某某进行照顾，并通过民警传递案件双方查证进展情况，干扰司法公正。
张明华拖着半月板撕裂的伤腿北上哈尔滨，找到发帖当事人取证，认真核实。最终，对方主动澄清了事实，公开承认了错误，并向北京警方诚恳致歉。
2013年12月，市公安局在海淀区某大厦端掉了一个卖淫窝点，现场抓获了60余名涉案人员，批准逮捕16名犯罪嫌疑人，行政拘留40余人。但是，在这起典型案件背后却隐藏着个别民警通风报信的重大违纪问题。
案件破获不久，张明华先后向多名办案民警了解案件侦破情况，从中发现有价值的线索。随后，又开展了外围调查取证工作，通过讯问在押犯罪嫌疑人、走访谈话等细致的摸排工作，最终查明涉案民警向犯罪分子通风报信的犯罪事实。
近3年来，张明华先后查办涉及民警违纪的各类案件35起，82人受到了党纪政纪处理。
