光明网：官员“非正常死亡”透露出太多“不正常”
据光明网消息，就在清明节的前一天（4月3日）上午，广西桂林食品药品监督管理局局长唐天生从桂林医学院附属医院住院部8楼坠落，当场死亡。桂林市公安局发布通报称此事正在进一步查明处理中。
不少官员或许是因为“坠楼”，才引发公众的关注。但唐天生的坠楼，不过是又一次将其曾经引发舆论聚焦的故事带回到公众视线。据媒体的梳理，早在2011年，唐天生就是“县长谋杀县委书记案”的主角，尽管后来该案被证实为“假案”，但彼时这一案件定性并未解答所有的疑问。比如，该案看似与唐天生无关，可其与当时的阳朔县委书记谭峰“搭班子”期间的积怨早有传言。
两位县委主要领导上演“龙虎斗”，当然不能视为普通个人之间的“私人恩怨”，它直接关涉的是一个地方的官场生态，治下民众的利益与权利。那么，传言是否属实，又因何而起，又是如何“解决”的，相关方面就应该给公众一本明白账。
而到了2013年7月，时任广西龙胜县县委书记的唐天生，安排该县领导与新到任的县公安局长聚餐，结果与到场的一家网络媒体记者发生冲突。据报道，唐天生现场还对记者大声呵斥“你尽管报!”最终经查，龙胜各族自治县领导干部公款吃喝，严重违反中央八项规定，造成恶劣社会影响，唐天生受到党内严重警告处分，并免去县委书记职务。按理说，唐天生的故事就该结束了。然而，按照相关规定，“党员受到警告或者严重警告处分，一年内不得在党内提升职务和向党外组织推荐担任高于其原任职务的党外职务”，但在2014年3月3日，唐天生就已经作为桂林食药监局“局党组书记”出席一些活动，当时距他被免职仅有半年。
人虽“坠楼”，但唐天生生前所裹挟的种种“秘密”与疑问并未随之消散。“龙虎斗”的真相到底是什么，低调复出是否违背了相关规定？这些经历，与其最终的死亡又是否有着某种或隐秘或直接的关联？若无官方的权威回应，难免增加民间的猜忌，亦将对当地的官方公信力产生消耗。
此前有媒体报道，据不完全统计，2003年—2012年被各级官方认定为自杀的官员为68人，2013年—2014年，两年间官员的自杀人数多达77人。也就是说，仅2013—2014两年间的官员自杀人数较之过去十年还多。唐天生不过又为非正常死亡官员的数字做了一道加法。但一名官员的非正常死亡，绝不应该只是数字意义上的一个“1”。
按理说，“死者为大”，死后应该平息争议。但对于官员非正常死亡事件而言，只有透明的信息发布和释疑机制才能真正平息议论与传言。毕竟，一名官员的死因直接对应的是公众的知情权。若纯粹只是个人身体原因而导致的死亡，官方沉默以对，则对官员个人及其家人是不公平的；若是其它“复杂”原因，官员的非正常死亡就应该成为一道线索，指向对其背后“故事”的“揭秘”。否则，不仅官方公信力会在官员的非正常死亡事件中一次次流失，它也难免进一步加剧整个官员群体与民间之间的疏离感——当民众认为官员的升迁、死亡，都不再与自己有关，而至多不过是茶余饭后的“八卦谈资”，这或才是最大的危机。
以“非正常”之名而死的官员越多，只能越发揭示出另一种更大的“不正常”。譬如官员的心理疏导与关怀机制是否到位，以确保能对“官员隐疾”提前介入？譬如违纪违法查处的透明度是否足够，以保障死亡不成为“畏罪潜逃”或“丢卒保车”？而当官员之死，不是首先激发人们人道意义上的关怀与同情，而是下意识的猜忌与“阴谋论”——已经透露出太多的“不正常”意味。
