　　EMBA院校目前采取的是自主举办笔试、面试的方式，现行录取标准是两封企业雇主或业内名人的推荐信和一篇企业管理相关论文，学员再参加院校组织的面试，合格后方可入学。评判标准多样，录取灵活性较强。

　　部分EMBA有“花钱买学位”现象

　　不过，经过十多年的发展，部分EMBA出现了异化，不少EMBA毕业生向澎湃新闻表示，EMBA中出现了“老总俱乐部”，不少民营企业老板为了和国有企业负责人甚至官员结成圈子，产生了一定的权力寻租。

　　除了官员、企事业单位的企业家之外，文体明星也纷纷加盟，EMBA圈子也出现了一些桃色事件。

　　在中国，读EMBA已成为一种身份和地位的象征，是拓展建立高端人脉关系的便捷之路。虽然上课时间相对短暂，但EMBA的学习并不是一个轻松的过程。在读的EMBA学员，尤其是民营企业家，不少是自掏腰包，商学院的品牌和人脉圈是他们最看重的。

　　不过由于EMBA完全自由的自主招生政策，现在的培养学校存在考试审核不严格、招生标准不统一、学员水平参差不齐等现象。而且在职学习一般是一个月集中利用连带周末的四天上课，课堂学员考勤制度执行不严格、毕业论文水平不过关、课时无法保证却可顺利毕业，部分院校甚至出现“花钱买学位”的现象。

　　此次教育部的《规范意见》共有7条，其中第4条规定：

　　杜绝“培训班”式、“放羊”式的培养方式，杜绝不上课或达不到规定课时而获得学位的现象；严禁降低标准授予学位学历、“花钱买学位”等行为，严肃查处教学评价中的权力寻租和不正之风。未经批准不得私自组团出国（境）开展实践教学活动或延长出国（境）时间，教师和管理人员不得持因私护照出国（境）游学；不得以游学、访学等名义，前往景点观光旅游。

　　目前EMBA的学费高昂，不过分层也严重，学费高的达八十万，知名院校的学费平均五六十万，而一些西部生源短缺省份的院校，学费只有十来万，比不上一线城市的MBA学费。

　　此次教育部的文件中第5条也规定：

　　学费标准必须在招生简章中注明，并严格执行收费公示制度。

　　教育部文件第6条还明确要加强财务管理，防范廉政风险。

　　学费等收入必须纳入培养院校财务统一管理、统一核算，实行“收支两条线”，不得坐收坐支。严格遵守中央八项规定精神，严禁违规公款接待、违规配备使用公务用车、违规配备办公用房以及违规因公出国（境），严禁公款旅游等。严肃查处以虚假票据等各种名目套取、骗取经费问题。各培养院校现任领导班子成员，参加属于行政职务职责范围内的活动，不得领取劳务费、津补贴，原则上不承担高级管理人员工商管理硕士课程教学任务。

　　黄环是浙江一家民营企业的总经理，为了追求高端人脉圈，他连续读了好几所学校的EMBA，“人脉圈很重要，不过这几年读EMBA的人品质有所下降，不像前几年，入读的企业家还是有些分量的。”黄环对澎湃新闻说。

　　某公司董事长王永是国内第一批EMBA学员，这些年也相继参加长江商学院EMBA和湖畔大学等项目。他在接受《央广天下财经》采访时坦言，EMBA总体质量近年确实有所下降，功利性越来越重，甚至商界里编出著名的 “商业圈子、名校牌子、学位位子”这样的“三子登科”顺口溜。王永认为，监管EMBA质量固然重要，但“优胜劣汰”的工作应交给市场。

　　香港城市大学商学院副主任窦文宇近年来多次以客座教授身份执教内地EMBA项目。他认为随着新一代企业家和管理者成长，EMBA应该有新考量标准。“海外没有统考，每个学校有自己的招生原则，或者选定第三方的GMAT考试。国外EMBA教育一般是混合型，会要求提供考试成绩，但如果工作经验非常丰富，或经历突出，也可灵活处理，比如测试申请人的数理、推理、语文、逻辑等基本能力。我们对国内EMBA品质担忧是正确的，但是不是通过全国统考就能解决？“窦文宇建议，海外商学院项目的评判体系是“后端”发力，通过主管部门、第三方机构甚至媒体对EMBA的效果进行评估和监督，或许中国可以借鉴。

　　业内人士分析，EMBA全国统考，意味着教育部对EMBA教育的更加重视，入学难度将增加，EMBA门槛更高，学位含金量提高。

　　据澎湃新闻了解，目前EMBA全国统考具体的考试科目还没有公布，很可能会有语文、数学、逻辑等考试科目，由于是全国统一划取录取分数基本线，意味着所有申请人都必须面对全国范围内的竞争，申请人要想通过考试，需要花较多时间备考。英语是否作为笔试科目还存在不确定性，如果英语纳入考试科目，对于一些大龄的英语水平较低的高管来说，通过考试的难度增大。尤其是像北大、清华、复旦、交大这样的EMBA学位项目，入学竞争非常激烈，跨入EMBA名校门槛越来越难。

　　不过由于EMBA门槛更高，学位含金量也提高。全国联考后，EMBA经过全国的统一笔试和商学院的面试筛选，EMBA的新生将会更加优秀，改变目前各个商学院良莠不齐的局面。EMBA学员整体素质的提高，将使得EMBA学位的含金量大大提高，拥有一张名校的EMBA文凭，变得越来越难，也越来越有价值。这对于在统考前就进入EMBA项目学习的学员来说，无疑也是一个非常大的利好，所获得的学位认可度更高。

　　业内不看好新政前出现赶“末班车”现象

　　有专家分析认为，EMBA将出现“末班车效应“，2016年EMBA将报名火爆。因为教育部的文件表示，2016年12月1日开始，各院校不得再自行组织EMBA招生考试。也就意味着2016年12月1日前，各大院校还可以自行组织考试，从现在开始到12月份，入学EMBA可以不用参加统考。这和房地产限购、车牌限号一个道理，在新政实施前，会出现末班车效应。很多申请者为了避免明年开始的EMBA联考，会将学习计划提前，赶在新政实施前入学。尤其是对于一些年龄偏大的企业家，由于年龄原因和原有知识遗忘，通过联考笔试的可能性小，接下来的半年可能是入学EMBA的最后机会。

　　不过，对于这一预测，也有业内人士持不同意见，澎湃新闻咨询了几所高校的EMBA招生办公室，他们表示，目前没有出现咨询量爆增的情况。

　　对于新政前出现报名潮并不乐观的原因还有“限读令”的影响：2014年，中组部发文严禁领导干部参加高收费的培训项目，EMBA、EDP等被明确列为高收费社会化培训项目，“领导干部一律不得参加"的要求让当年中欧国际工商学院、长江商学院等EMBA项目出现领导干部退学潮。

　　2015年3月在广州中山大学举行的商学院相关论坛上，中国人民大学、南京大学、华中科技大学、华南理工大学、东北财经大学等商学院的分管领导在接收《新快报》采访时明确表示，八项规定后中央的“限读令”，让相关院校EMBA的招生受到了不同程度的冲击，人大商学院院长毛基业表示，整个EMBA业绩下滑了1/3左右；也有名校称有四成生源归零。

　　一位不愿透露姓名的商学院院长向澎湃新闻透露，“限读令”后生源下降明显，商学院主要是靠学费生存的，资金链已有严重压力，原来希望国家能放松相关的要求，现在教育部的《规范意见》出台无疑是“雪上加霜”。

　　不过教育界人士也坦言，对于专业学位的规范传递出了明显的信号：国家希望专业学位的含金量能持续提升。此前的2016年3月25日，教育部下发《国务院学位委员会关于下达2014年学位授权点专项评估结果及处理意见的通知》，取消42所高校50个学位授权资格，其中包括5个MBA和5个MPA授权点，这一“动真格”的措施，对部分高校将起到警示作用。可以预见，2017年EMBA和MBA等硕士学位的招生将更加严格规范。
