黄帝陵位于陕西黄陵县桥山之巅，世称“中华第一陵”。公祭黄帝陵起源于春秋时期，唐代被列为国家祭典。炎黄子孙清明祭祀黄帝，是同根同脉同文化的共识，彰显了炎黄子孙血浓于水的骨肉亲情。
公祭典礼在有九五之尊含义的9时50分正式开始，现场集体肃立，击鼓鸣钟。在肃穆的乐曲声中，全国政协副主席王家瑞、中国国务院侨办副主任谭天星与中国国民党原副主席詹春柏、台湾新党主席郁慕明等人向轩辕黄帝敬献花篮。
来自内地各省区代表、港澳同胞代表、海外侨胞代表、台湾青年代表等也分别敬献花篮，向中华文明的始祖致敬。
陕西省代省长胡和平恭读祭文：赫奕我祖，人文之光。肇造吾华，大国泱泱。勋绩彪炳兮，懿德与日月同辉；惠泽绵延兮，福祚并江河共长。随后，在场参祭人员向轩辕黄帝像行三鞠躬礼。
