中马“两国双园”全力打造国际产能合作示范区
人民网南宁4月4日电（记者 庞革平）记者从日前在广西钦州市召开的中国—马来西亚钦州产业园区、马来西亚—中国关丹产业园区（简称中马“两国双园”）联合合作理事会第三次会议上获悉，中马“两国双园”正在全力打造国际产能合作示范区。理事会联合主席中国商务部副部长高燕、马来西亚贸工部副部长李志亮分别率团出席会议。

　　在中马两国领导人的关心和推动下，经过双方共同努力，中马钦州产业园区启动区“三年打基础”目标基本实现，成功引进高新技术产业项目近40个，规划建设城市配套项目10个。此外，首个入园钢铁项目取得了积极进展；湖南中科恒源科技股份有限公司新能源应用技术制造等一批项目成功签约入园；中方参股关丹港建设运营1年即实现吞吐量和营业收入的两个翻番。

　　会议认为，随着中国—东盟自贸区升级建设加快、共建“一带一路”倡议深入实施、中马各领域交流合作不断深化，中马“两国双园”开发建设将迈入新的阶段。中马双方应共同努力，重点关注“两国双园”建设，打造国际产能合作示范区。今后，中马“两国双园”应联动发展、互促共赢，加强海上互联互通与国际产能合作，强化制度协同创新，并在开发成效方面取得突破。

　　同期，马来西亚-中国关丹产业园规划咨询评审会在钦州市召开。与会专家及代表认为，《马中关丹产业园区概念性发展规划》与《马中关丹产业园区产业发展规划》逻辑清晰、内容全面、观点新颖、论证充分，发展定位和空间布局具有前瞻性和创新性，对策措施针对性指导性强，同意通过终期评审。

　　在评审会上，广西壮族自治区副主席张晓钦就马来西亚-中国关丹产业园规划完善工作提出三点意见：一是要定位准确，要与中马两国经贸合作五年规划以及东海岸经济特区的整体发展规划做好衔接，在“一带一路”合作、中国-东盟自贸区升级建设的大视野中谋划；二是要突出特色，按照“一港两园一拓展区”的整体布局思路，立足关丹市现有优势和东海岸经济特区的发展空间，充分考虑中国优势产能分布的行业特点；三是要注重联动，与中马钦州产业园区发展规划、产业规划相呼应，把两园的优势互补、产业互促充分体现出来，引导在两园之间构建产业链、物流链、创新链和价值链。

　　据悉，马来西亚-中国关丹产业园于2013年2月正式开园，是中国在马来西亚设立的第一个产业园区，也是马来西亚政府重点扶持的国家级园区，将为推动中马两国加强国际产能合作、加快中国企业“走出去”提供重要平台。page
