周末“扩容” 从1天到“2.5天”

继2015年江西省上饶市、湖南宁乡县旅游局率先实施夏季周末“2.5天假”后,贵州省黔南州、江西省吉安市、山西省晋中市近期陆续提出2016年起实行周末“2.5天假”。其中,吉安市和晋中市于4月1日起正式实施。

在江西上饶党政机关工作的吴华,回想起周末从1天到“2.5天”“扩容”过程,还记忆犹新:上小学时,每周只有周日一天休息,“只够写个作业”;后来,短暂地实行了单双周轮休,即“1.5天版”周末,而后过渡到周末休两天,家里也逐渐有了周末出游的习惯;工作了十几年后,他所在的上饶市开始实行夏季周末休两天半。

“有了‘2.5天假’,我能以上饶为中心,和家人到300公里左右的范围内游玩,休闲半径扩大了。”吴华说。

江西师范大学历史与文化旅游学院教授冯淑华说,伴随着我国生产力的提高,人们生活水平逐步提升,我国周末从1天、1.5天、2天乃至2.5天的演变历程,是社会进步的一种表现。

2015年8月,国务院办公厅发布《关于进一步促进旅游投资和消费的若干意见》中,首次提到“周五下午与周末结合”。目前,河北、江西、重庆、甘肃、辽宁、安徽、陕西、福建等8个省市已正式出台意见,明确提出鼓励有条件的地方和单位实行错峰休假和弹性作息。

记者梳理已出台弹性作息制度的地区和部门发现,实施范围、时间跨度等各有不同。上饶市、吉安市、黔南州、晋中市由政府发文在全市(州)范围内实施,湖南宁乡县旅游局系统的试点则经县政府批准。

在实施时间上,多集中在春夏秋三季。有的横跨夏秋两季,如贵州黔南州从5月1日至10月31日,上饶市从6月1日至8月31日,湖南宁乡县旅游局从7月1日至10月1日;有的则横跨春夏秋三季,如吉安市和晋中市从4月1日至10月31日长达7个月。

“2.5天假”能不能休?怎么休?

围绕周末“2.5天假”,一些网民也提出质疑,究竟是休假还是“挪假”?政策落实不到位,会不会带来新的不公平?

——能不能休?晋中市政府文件中明确,政府窗口单位暂不执行“2.5天周末”。吉安、上饶等地政府窗口单位负责人告诉记者,虽然政府文件没有明确规定,但单位内部不鼓励员工周五下午调休。一些中央、省属企事业员工透露,即使所在地推行,但由于是条管单位,上级单位没有执行,下级单位也无法实行。值得注意的是,浙江杭州、四川内江等地一些企业也开始试行员工周末“2.5天假”模式。

中国未来研究会旅游分会副会长刘思敏说,实施“2.5天假”有助于带薪休假制度的落实,尽管国家出台法规保障带薪休假,但这项制度落地情况并不理想,主要阻力来自用人单位,尤其是中小企业。

——怎么休?国务院办公厅相关负责人1日指出,国务院关于职工工作时间有明确规定,不能直接把周五下午工作时间安排到其他工作日中。对于将周五下午休息时间计入带薪年假时间的,也要根据实际情况,统筹考虑政府工作、企业生产经营和职工利益,不能不顾实际简单从年假或法定节假日中扣除。

华东师范大学旅游系教授楼嘉军认为,公众对休假的调整高度关注,休假权的保障,看的不仅是明面上假的多少,还要看实际能休假期的长短。

——效果如何?江西财经大学生态文明与现代中国研究中心旅游所所长曹国新说,以江西为例,根据往年旅游数据,旺季6个月的游客数占了全年游客总数的绝大部分,剩下6个月淡季游客数占比较少。多地“2.5天假”实施时间集中在春夏或夏秋季节,可能造成景区游客增加,游客旅游体验下降。

另一方面,“2.5天假”使得公众出行多为短途旅游,目的地集中在城市周边。一些业内人士指出,当前不少城市和周边乡村旅游点的数量、服务能力都有待提高,短期内休假拉动消费的效果可能低于预期。

政策落实不走样 监督配套不可少

中国人民大学教授许光建说,一些地区和部门关于周末“2.5天假”的先行先试符合发展趋势,但怎么在法律规定范围内落实好弹性作息制度,使政策在具体执行过程中不走样、不偏差,各地应予以重视。

“弹性作息,需在遵循法律规定每周40小时工作时间的前提下执行,确保不影响正常工作和生产活动。”华东政法大学教授方乐华表示。

方乐华指出,大多数中小企业是带薪休假制度执行的灰色地带,有关部门应加强带薪休假落实情况的监督检查,加强职工休息权益保障方面的法律援助,对违反规定的企事业单位,要依法问责,使得弹性作息制度更公平地惠及更多人群。

曹国新认为,应做好“错峰”和“灵活”的文章。建议一些地区尤其是旅游目的地在政策推广过程中,避开旅游旺季,更多考虑在旅游“温季”或淡季执行弹性作息制度。

楼嘉军说,一方面,随着“2.5天假”的推广,“本地人游本地”的需求更旺盛;另一方面,游客空间正向“市民化”方向发展,穿梭在城市大街小巷的游客与日俱增,城市旅游接待能力和休闲设施供给有待进一步提升。各地应以旅游发展为核心,统筹考虑城乡建设和经济社会发展等多方面内容,发展综合性旅游,服务于全域旅游发展的实际需求。
