　　针对存在的突出问题，临洮县委、县政府认真研究制定切实可行的整改落实方案：由县财政部门立即制定代扣绿化费结余资金清退方案，对结余的278.6万元资金，按照2015年代扣比例，于4月7日前全部清退给干部职工；成立由县领导及相关部门的全县义务植树“回头看”工作领导小组，对2013年至2015年全县义务植树工作进行一次全面“回头看”，重点对造林保存率、成活率和资金使用情况进行认真核查，及时向社会公布核查结果，并认真抓好问题整改落实，确保资金使用科学合理、公开透明。

　　同时，规范和全面抓好2016年义务植树工作，4月10日前召开全县义务植树动员会，及时通报近三年义务植树工作开展情况及绿化资金筹集使用情况，启动今年义务植树工作。县委、县政府决定按照人均5株的植树任务要求，将县直及驻临单位绿化任务分解到全县12个行业系统，由各单位自行组织、自筹苗木进行义务植树，不再由财政统一代扣绿化费；林业部门负责统一制定全县义务植树规划，明确栽植的树种、规格和时间，开展技术指导；乡镇负责动员辖区学校、卫生院等单位干部职工开展义务植树活动。同时，积极组织适龄公民在村旁、路旁、宅旁、水旁和承包林地内开展全民义务植树活动，按照人均5棵树的要求，每年完成义务植树170万株。
