中国书协清理18名会员：16人有官方背景

　　中国青年报4月5日消息，中国书法家协会（以下简称“书协”）近日开除6名会员，暂停12人的会籍，再次将官员兼任书协领导职务问题引入公共视野。

　　业内人士告诉记者，各地官员兼任书协领导职务的现象较为普遍。2014年12月初，陕西省书法家协会主席周一波在《人民日报》刊发《让书画家协会少一些“官气”》一文，批评某些领导干部“不务正业”、兼职各类协会，呼吁要辞去各类兼职。早在2013年，陕西省书协就拥有一个62人的主席团，仅常务副主席和副主席加起来就有34人。

　　周一波在文中称，领导干部为何现在要给自己安个名位？对于一些人来说，原因很简单，无非是名正言顺地收钱，默许雅贿；人们之所以往书画协会挤，尤其个别人作品低劣，却卖得很火，实际上是利用协会领导的幌子中饱私囊。

　　北京大学政府管理学院教授赵成根告诉记者：

　　“不仅在书法家协会等社会团体，高校里也有众多官员任职的现象。政、商、学界间的牵扯，形成了一种精英之间的勾连，以及盘根错节的利益关系。”

　　他表示，目前存在的主要问题是，一些公职人员的艺术造诣、专业水准并未达到标准，但是通过加入书协等社会机构，附庸风雅，提高档次品位。社会机构也通过与官员攀上关系，来获得资源的倾斜、权贵的照顾。

　　一个典型事例是，2014年9月21日，河南省人大常委会原党组书记、副主任秦玉海落马。除了官员这个标签外，秦玉海还是中国摄影家协会理事，河南省摄影家协会名誉主席，其数十幅作品在国家摄影艺术展览比赛中获奖，曾获中国摄影界最高奖项“金像奖”，并在巴黎展出。其动辄上百万元的摄影器材均系企业赞助。

　　北京书法家协会副主席彭利铭也认为，权力和艺术原本是分开的，不应该有必然的联系。

　　个别官员笔还不会拿，却打着艺术的幌子，靠权力混入艺术家队伍。他认为，这样的人应该被清除，还艺术一片净土，而那些以权谋私甚至借艺术进行钱权交易敛财的官员，必须受到法律的严惩。

　　行政权力之手伸向文艺界的弊端不言而喻。在国家行政学院教授竹立家看来，一些艺术造诣未达到入会标准的官员在位时，利用权力使得其作品升值，借着“学者官员”的头衔或者书画作品，为官帽增辉。这样的行为既破坏了书协公信力，也为腐败留下后门。

　　针对官员“雅腐”“雅贿”行为，书法家爱新觉罗·毓骏告诉记者：“艺术是中国文化的传承，不应该把高尚变低俗，甚至变成交易。”他认为此次清理18名会员是一种进步。

　　“这体现了全面从严治党的方针，无禁区、无死角，任何领域、任何角落，一旦涉及公权力腐败，官员以任何形式、手段行贿受贿，都应该给予认真、严肃的处理和解决。”中央党校教授张希贤说。

　　张希贤提醒，除此之外，权力腐败和寻租是在依法治国的过程中暴露出来的，未来还会不断出现新问题，要不断解决新问题。

　　有媒体分析认为，官员达到书协的入会标准可以做普通会员，但不应该做领导。

　　赵成根认为，对于官员兼职书协的情况“不能一棍子打死”。他分析，有些公职人员的艺术造诣是达到入会标准的，应该以艺术水准、专业水平衡量。除了社会组织，在高校内，赵成根接触到了不少具备专业素养的官员，他认为这些官员兼任博导、教授等职位，是有益于学术进步的。

　　但竹立家表示，从公共管理的角度分析，官场、学界、商界必须要有严格的分界，特别是对国家公职人员，否则，容易牵扯国家利益，滋生腐败。

　　关于书协的制度改革，赵成根说，要加强社会监督。同时，国家应该出台相关监管制度，对人员的录用标准、程序、社会团体的运行制定细化办法，加强管制。
