  法制晚报讯(记者 温如军)深圳交警连日高压态势的“禁摩限电”行动,让邮政快递等行业成为首当其冲者,有市民认为此举将打击这些行业的发展,也有市民从交通安全的角度赞成严控摩托车、电动三轮车等上路。


  今日下午,深圳交管部门将就近日引发争议的“史上最严禁摩限电令”召开媒体座谈会,作出相应解读。


  流通经济学家提出,快递业的“最后一公里”对城市的形象、交通安全等方面都会产生影响,有必要对其进行规范。


  10天扣车17975辆、拘留874人


  今年3月下旬以来,深圳展开了新一轮“禁摩限电”集中整治,对无证驾驶摩托车,利用电动自行车、电动三轮车兜客揽客实施非法营运,或违规使用电动(机动)三轮车等行为,以及“涉摩涉电”暴力抗法行为,触犯有关法律法规的,一律依法行政拘留或刑事拘留。


  此次“禁摩限电”引发较大争议,很大程度上在于社会业态发生了变化。过去受影响的主要是非法营运和无证运营者,如今,受到冲击最大的是快递公司。事实上,此次引发更大争议还在于深圳部分街道在执行中出台了奖励性政策,对查处的执法人员给予数百元一辆的奖励。


  据新华网的报道,在10天的行动中,相关部门共查扣电动车17975辆、拘留874人(拘留无证670人、非法拉客扰乱公共场所秩序196人、暴力抗法8人)、采集非法拉客人员771人次。


  法晚记者注意到,此次行动其实并非实施“新政”,而是把过去订下的规章重申,并试图借以一场集中执法来缓解或解决这个城市交通的老大难问题。


  实为解决当地摩托、电动车乱象


  深圳究竟为何要“禁摩限电”?数据显示,2015年,深圳全市涉及“禁摩限电”的投诉有1500多宗,其中含各级部门信访件200多宗、“政府在线12345”1300多宗,人大、政协提案及相关建议10条,占所有交通类投诉65%。


  投诉内容都是对摩托车、电动车乱象的投诉和建议,希望交警部门加强管理和整治。


  此外,据《羊城晚报》援引深圳市交管部门数据,2015年深圳因涉摩涉电道路交通事故死亡56人,同比上升37%,死者主要是摩托车、电动车司机。


  因此,针对此次集中整治活动,也有深圳当地的市民对此事是拍手称快的。


  针对网传“50名快递员被拘留、800余辆快递车被查扣”的问题,深圳交警在接受《深圳特区报》采访时回应称,个别单位在执法过程中未能很好地区分出快递员工。此外,查扣的有备案标志快递企业车辆30余辆,主要原因是违规走机动车道等。而“50名快递员被拘留、800余辆快递车被查扣”的说法实为夸大其词。


  已给快递行业增加电动车配额


  针对此次行动引起的争议,深圳市交管部门回应称,此次行动并非针对快递行业,并将继续与快递行业协商后续措施。


  据了解,4月1日下午,深圳市交警局与邮政、快递等相关主管部门和6大快递企业进行了座谈、协商,提出四项措施:一是增加5000辆备案电动自行车配额;二是取消两年一次的特殊行业电动自行车的备案审核;三是尽快开发“二维码”管理系统,实现动态备案和规范管理;四是适当延长“过渡期”,帮助相关快递企业尽快消化库存快件。


  针对官方的最新表态,记者从深圳市快递行业了解到,深圳有7万名快递员,即便增加配额,缺口仍然很大。业内人士表示,现在深圳快递爆仓很严重,在三轮车不准上路、两轮车配额不足的情况下,快递积压问题会越来越严重。目前,两难问题尚无更周全的解决方案。


  快递咨询网首席顾问徐勇告诉《法制晚报》记者,只要是国家允许生产的电动三轮车,那其本身就不存在什么安全问题,如果只是简单地“禁”和“限”,以罚代管、以禁代管,势必会影响到产业的发展。

  每天提心吊胆想辞职


  据央广网报道,深圳一家快递公司的快递员告诉记者,虽然自己公司还没有被查扣的三轮车,但现在每天也是提心吊胆。


  另一家公司的一位快递员表示,从3月份开始的集中整治,的确对快递企业造成了影响。这名快递员表示,自己公司最近就有部分电动三轮车被查扣,甚至有的快递员被拘留,而目前公司送货的车辆主要是以电动三轮车为主,提起此次清理整治电动三轮车心中也有苦衷。“主要送货的都是三轮车,因为快递现在我们量都非常大,有一些是大件的那些冰箱什么的东西,通过两轮车根本没办法送到那个小区里面,面包车也开不进去。”


  某公司快递员告诉记者,由于深圳等地近期正在严查电动车,扣车情况屡有发生,导致他们的快递业务已经受到影响,不少快件送货被延迟。


  而因为担心三轮车被扣,这名快递员所在站点的几位同事都有了辞职的打算。他说出了其中的原因,“抓住要扣我们的货嘛,给收件人丢掉一件货就要赔一千块,你说我们这些外来工友一共月工资也就那么点钱,你说哪里舍得给那客户丢掉那些货。我们站点十来个人有几个都说不干了,这样的话就打算不干了。”


  据了解,按照规定,快递公司应通过邮政部门向交管部门报备快递车辆,但相关业内人士表示,因配给数额、人员流动等方面的不足,导致仍有不少快递员使用电动自行车。这部分电动车很多都不符合相关标准,属于集中清理整顿之列。

  快递“最后一公里” 可试点“货的”


  流通经济学家、中国物流协会原副会长丁俊发昨日接受《法制晚报》记者专访时表示,近年来,因摩托车、电动车等不规范行驶造成的交通事故确实比较多,导致出行人的人身安全得不到保障。为了规范摩托车和电动车的安全行驶,目前许多城市都有一些自己的管理措施,也有些城市没有规定,但可以肯定地说,这些并非单独针对快递行业。


  同时,快递业的“最后一公里”对城市的形象、交通安全等方面都会有一些影响,所以有必要做一些规范,或标准性的规定。 丁俊发呼吁,该问题应引起交通运输部门的关注。


  据丁俊发介绍,交通运输部两年前就提出了“货的”(即运货的“的士”)思路来解决“最后一公里”问题。


  “‘货的’到底配什么样的车、怎么用,是统一由快递公司来运作还是专门有一个公司来运作,这些问题现在很多城市也在研究,中国的快递业特别是电子商务发展以后,快递那么多,逼得现在必须要想办法解决这个问题。”丁俊发说。


  对于摩托车和电动车使用问题,丁俊发认为,应该规范化,而不是去禁止。


  “深圳这么做必须事先告示,并和行业协会沟通,事先做了这些工作,那么也是无可非议。”丁俊发建议,既然交通运输部早就提起“货的”,应使用标准化的车型、统一生产、统一使用,并可以先在某些城市试点。

  日本用货柜车送快递


  据媒体报道,日本网购和收发快递也是非常频繁的,平均每人每年要收发几十次快递。日本的快递行业服务相当完善,即便遭遇极端天气,也会风雨无阻地送货上门。送货的交通工具通常是大的货柜车,距离中转站近的地址也会采用手推车和自行车。


  日本的快递服务非常好,寄件人可以以两个小时为单位定下派送时间,除了有大的自然灾害,即使是在风雪中也会按时派送,比如下大雪的时候,有的快递公司会用装了滚带的车去派送。一般的派送基本上都是用大的货柜车,没有我国常见的小电动车,有的距离快递公司中转店近的地址,也有快递员用小推车或者是自行车派送的情况。


  在欧洲,比如在比利时,快递能不能直接送到客户手里,及送货的快慢程度取决于使用哪种快递方式,交了多少快递费。人们可以根据自己的实际需要,选择不同的快递服务。


  比如说在这边最大的网购公司买东西,只要买够20欧元就可以享受免费邮寄到家的优惠待遇。同样的购物金额如果在比利时本土的网售店上买东西,至少要加25到30欧元的快递费。当然有些网售店也是为顾客提供了多项选择的收货方式,送货到家是一种。也可以免去邮寄,由客人自己就近去实体店取货,这样也就省去了快递的费用。
