  这两天关于中国银行业“银行高管层带头降薪,下降幅度将近一半,一线员工压力大工资低,全靠责任感死撑”的报道吸引了行业内外的眼球。


  随着包括工农中建交五家国有大行,和招行、民生等5家股份制银行年报的披露,银行员工薪酬的涨跌情况亦随之浮出水面。


  从整体“薪酬包”来看,农行、建行、招行、中信4家银行出现下滑,其余均较往年有所增长。


  人均薪酬方面,五大行中,除交行及中行人均薪酬分别增长7.73%、2.36%外,其余三大行则有所减少,但减少幅度并不大;倒是招行及中信银行,人均薪酬降幅分别达15%、20%,但是这并非降薪导致,绩效薪酬的延期支付才是重要原因。从人均情况来看,并不能得出“寒冬”结论。


  人均薪酬增减不一


  16家A股上市银行中,目前有2015年业绩数据可比的有10家银行,包括工农中建交5家国有大行,以及招行、民生、中信、光大、平安5家股份制商业银行。此外,还有6家H股上市城商行、农商行发布业绩公告,但由于部分H股上市银行并未披露员工人数,故未纳入统计样本。


  银行平均薪酬并非简单地以资产负债表中的“应付职工薪酬”科目除以职工人数就可计算。按照会计通用准则,通过资产负债表中的“应付职工薪酬”与现金流量表中的“支付给职工以及为职工支付的现金”两个项目,按照“本期工资福利总额=期末应付职工薪酬-期初应付职工薪酬+支付给职工以及为职工支付的现金”的公式,应该是较为合理且容易理解的“薪酬包”。


  针对“人均”这个概念,应当采用期初人数与期末人数的加权平均计算额,毕竟在一个完整会计年度中,每家银行人来人往,难以确定时点概念。尽管商业银行普遍告别高增长,五大行平均净利润增速甚至仅维持在1%附近,但统计结果表明,银行员工的平均薪酬福利仍足以引来艳羡目光。


  薪酬包有增有减


  从整体“薪酬包”来看,农行、建行、招行、中信4家银行出现下滑,其余均较往年有所增长;但从人均情况来看,增减不一。


  五大行方面,由于整体员工数量较多,拉低员工平均薪酬至22万元~28万元。除交行及中行人均薪酬分别增长7.73%、2.36%外,其余三大行均有所减少。需要注意的是,交行人均薪酬的增长主要源于该行员工人数减少2190人至91468人;中行人均薪酬的增长则主要归因于该行“薪资包”的扩大。


  股份行方面,“薪资包”的扩大或缩小程度决定了人均薪酬的变动。其中,平安、民生两家业务风格偏“进取”的股份行平均薪酬均达40万元以上,增幅高于3%;而光大银行虽然工资福利总额略有增长,但不足以弥补员工人数增加带来的影响,平均薪资略微下滑至36万元。


   绩效薪酬延期支付


  值得注意的是,招行及中信两家股份行整体工资福利总额下滑幅度超11%,拖累人均薪酬从42万元以上降至35.5万元左右,降幅分别达15%、20%。业内人士分析,大幅下降的主要原因是绩效薪酬的延期支付,并不能说明招行和中信银行在大幅降薪。


  以招行为例,该行去年4月曾下发文件,将在境内分行实行延期支付风险金制度,即对跟风险相关岗位上的员工的绩效薪酬计提一定比例金额,计提金额视项目风险释放情况逐年发放,计提比例10%,涵盖市场、合规、运营等岗位普通员工。


  此类风险金一般称为“薪酬风险准备金”,由国内银行从花旗银行引进。采纳此类制度的原因是银行利润有当期性,而风险有滞后性。而这一机制的直接后果,则是银行员工当年收入减少。


  事实上,大部分用户都有奖金留存制度,但主要针对管理人员。譬如中信银行、平安银行中高级管理人员的部分绩效薪酬就实行延期支付,一般延期支付期限为3年。


  而银监会对银行高管的薪酬管理也有明确规定。2010年下发的《商业银行稳健薪酬监管指引》提到,商业银行的基本薪酬一般不高于其薪酬总额的35%;商业银行高级管理人员以及对风险有重要影响岗位上的员工,其绩效薪酬的40%以上应采取延期支付的方式,且延期支付期限一般不少于3年。


  当然,除固定薪酬及绩效薪酬之外还有员工福利,这部分包括适合于岗位级别的培训、保健、携家属旅行等,或是到一定岗位级别就有的所谓“误餐费”报销额度、以工会名义发的购物卡等不纳税货币化收入。在八项规定严格推行之下,不少“员工福利”项目已被取消。


   未现裁员潮


  证券时报记者调查发现,10家银行员工人数变动情况主要呈现两个特点。


  一方面,由于发展趋势集中显露疲态,欧美诸多银行纷纷大举裁员断臂求生,但这股裁员潮未在国内银行出现。


  10家上市银行中,除民生、交行、建行外,其余7家银行员工人数均较上年有所增加,其中平安银行、中信银行员工人数增幅分别达8%、11%,前者增加的2868名员工中63%为业务人员,后者增员也全部为业务及管理人员;人数增加最多的则是农行,主要为柜面及技能人员增加。


  另一方面,国有大行削减劳务派遣员工,股份行则态度不明。其中,农行减少超五成至11288人,工行减少八成至489人,建行则减少12.2%至5509人;股份行中,平安、光大银行增加部分派遣制员工,中信银行则减少数百人。


  一般来说,银行派遣制员工归属劳务公司,银行相当于向劳务公司“借用”,所以给此类员工的待遇非常低,正式员工的隐性福利基本上都没有。目前外包工的岗位大多集中在大堂经理、保安、现金清收、电话客服、信用卡销售、IT系统等岗位。


  此前,国有大行曾经是劳务派遣制用工的“重灾区”,总量居高不下。不过,修订后的《劳动合同法》明确劳务派遣用工只是补充形式,劳务派遣只能在“三性”岗位上实施,国有大行加速改制。
