　　郑州市给今年的空气质量设置了具体的数字指标——PM10、PM2.5年均浓度要分别控制在150微克/立方米和79微克/立方米以下。郑州市4月1日上午召开2016年环境保护工作会议，出台了相应的考核暂定办法。

　　县（市、区）政府、管委会如果在目标浓度值基础上每降低1微克/立方米的，将被给予50万元财政奖励，每升高1微克/立方米的，则要被处以财政扣款50万元。据了解，连续3个月排名倒数第一的人民政府或管委会，实施区域限批，暂停辖区内除污染治理项目外的所有排放大气污染物的建设项目，直到连续3个月退出后2名后，方可申请解除区域限批。

　　【目标】 PM10、PM2.5年均浓度要比去年低7微克和6微克

　　去年，河南省政府确定的郑州市PM10、PM2.5年均浓度削减目标为不高于157微克/立方米和85微克/立方米。即便如此，郑州在全国74个城市中的月度排名中也仅有去年11月退出后十名的行列。

　　今年前两个月，郑州的排名仍是熟悉的“后十”。今年的空气质量目标更有追求，PM10、PM2.5年均浓度要分别控制在150微克/立方米和79微克/立方米以下。

　　“蓝天工程”仍将继续推进。绕城高速和沿黄快速路围合区域、城市主导风向上风向禁止新建涉气企业，督促完成市区燃煤锅炉企业搬迁改造，年底前完成金星啤酒公司搬迁和二马路热源厂、郑州顶益食品公司“煤改气”改造。另外，全市禁止新建钢铁、水泥、电解铝、平板玻璃等高耗能、高污染项目；10月底前坚决完成5家上网燃煤电厂11台机组的超低排放改造，污染物减排60%。

　　【考核】超1微克政府部门要交50万元“罚单”

　　据了解，这次会议下发了《关于郑州市环境空气质量考核暂行办法的通知》、《关于落实环境保护党政同责一岗双责的意见》和《郑州市2016年度环保责任目标任务分解》。

　　所谓“党政同责”，即是环境保护工作方面各级党委与同级政府负有共同的责任。“一岗双责”则是各级领导干部既要对所在岗位承担的业务工作负责，又要对本岗位职责范围内的环境保护工作负责，管行业必须管环保、管业务必须管环保、管生产经营必须管环保。

　　同时，郑州市政府每月对所辖县（市、区）政府、开发区管委会进行环境空气质量考核，对大气治理不力的县（市、区）要进行罚款、约谈，甚至限批。

　　对于PM10年均浓度值、PM2.5年均浓度值比市定目标值每降低1微克/立方米的县（市、区）人民政府、管委会，给予50万元财政奖励；而对于PM10年均浓度值、PM2.5年均浓度值比市定目标值每升高1微克/立方米的，财政扣款50万元。

　　郑州市环保部门相关人士介绍说，根据考核办法，连续2个月排名倒数第一的人民政府或管委会，由主管副市长约谈辖区行政主要领导；连续3个月排名倒数第一的人民政府或管委会，实施区域限批，暂停辖区内除污染治理项目外的所有排放大气污染物的建设项目，直到连续3个月退出后2名后，方可申请解除区域限批。
