上海年财政投入超45亿元向沪籍老人发放津贴
中新社上海4月6日电  (李姝徵)上海市政府6日举行新闻发布会宣布，上海将向具有上海户籍且年满65周岁的老年人发放津贴，涵盖高龄营养、交通出行等方面需求。此举措预计上海年财政投入超过45亿元(人民币，下同)。
　　《上海老年人权益保障条例》将在今年5月1日正式实施，其中的“老年综合津贴制度”也将同步实施。
　　相较此前的草案，当日发布的津贴标准有所提高。上海市民政局局长、市老龄办主任朱勤皓介绍，老年综合津贴将按照年龄分为五档：65至69周岁，每人每月75元；70至79周岁，每人每月150元；80至89周岁，每人每月180元；90至99周岁，每人每月350元；而“百岁老人”则每人每月可领津贴600元。据官方统计，该津贴制度将覆盖沪280多万老年人。
　　老年综合津贴通过“上海市敬老卡”，以现金形式发放。该卡是具有金融功能的借记卡，可用于购物消费、存取现等，但仅支持境内使用。
　　朱勤皓介绍，“上海市敬老卡”还有老年优待等的功能，未来将分步实施，逐项启用。
　　除了津贴发放，针对老年人支付能力不足、养老服务筹资水平较低的现状，上海官方当日亦宣布将“探索建立老年人长期护理保险制度”。朱勤皓称，这将是上海社会保障方面一项重大的制度创新。
　　他表示，上海正在研究建立与基本医疗保险制度、养老服务补贴制度以及与商业保险制度相衔接的老年人长期护理保险制度，制定筹资、评估、支付、服务、监管等系统性方案，保障老年人的长期照护需求。
