  清明小长假期间,“新华视点”记者在北京、湖北、安徽、吉林等地旅游景点采访发现,一些景区的“黄牛”能够拿到低价真票,有的“黄牛”把价格炒高数倍获利,有的则还带着游客逃票然后强制消费。

  清明节期间,记者走访发现,在一些热门景区,由于门票供不应求,出现大量高价“黄牛票”。


  4月3日,在北京故宫,由于每日限流8万人次,中午时间电子大屏就提示当日门票已售罄。不过,记者在门口却发现不少“黄牛”兜售当日门票。原价60元的门票大多开价150元,最贵的要价300元。


  当有游客质疑门票的真伪,一名“黄牛”说:“放心吧,这里都有监控拍着呢,没人敢卖假票。”据“黄牛”称,他们手头有十几张身份证和几十个证件号码,专门用来购票。


  从贵州来京旅游的李女士,以450元的价格买了一张3人劵,平均每人花费150元。“带着父母来一趟不容易,买‘黄牛票’就是图省事。”


  上海迪士尼度假区启动主题乐园售票后,在抢票潮下,票务系统一度出现间歇性故障。一些游客于是转而寻求代理甚至通过“黄牛”购票。原本370元、499元两档的门票被炒至上千元,部分商家甚至挂出“首日门票3899元”的价格,高出官方渠道售价10倍之多。


  据了解,景区门票被“黄牛”炒到价格翻番甚至更高的诸多乱象,在福建武夷山、上海自然博物馆等景点均曾出现,已成为不少热门景区扰乱旅游秩序的“顽疾”。


  而在一些资源并不紧张的景区,门票“黄牛”同样活跃。记者在武汉举办的第十届中国园博会门口发现不少“黄牛”在兜售门票,窗口售价100元的门票一般被“黄牛”以90元或80元的价格交易。


  三类“黄牛”大行其道


  记者调查发现,活跃在景区周边的“黄牛”有多种门路获利。


  ——钻实名制执行漏洞囤票炒票。目前,北京故宫、厦门鼓浪屿、甘肃莫高窟等景区实施门票或船票实名制,游客购票需输入身份证信息,人、证、票一致才能进入景区游览。然而,一些景区在实名制实施过程中,存在检票时对身份核验不严等漏洞,为“黄牛”囤票炒票提供了空间。


  在北京故宫,记者从“黄牛”手中以每人100元的价格与两位游客合买了一张3人劵。经过检票口时,工作人员并没有核验身份证,记者拿着用其他身份证购买的门票顺利进入景区。


  安徽新天地国际旅行社总经理岳青松说,当前,高价“黄牛票”的来源复杂。除了一些“黄牛”利用实名制实施环节不严密的漏洞,套取他人身份证提前囤票外,还有一些“黄牛”是通过与一级分销商联手提前把票抢空,然后共同把票价炒高牟利。

  天津市民王敏告诉记者,她去年十一和家人赴莫高窟旅游时,发现无法预订到当日门票。后经人介绍在宾馆里找到一家“特殊机构”,只要在此包车就可以顺利拿到当日门票。最终,她为了赶在当日游玩,一家三口无奈以800元的价格包了一辆车。


  ——线上线下一起“倒票”。旅游达人张瑶曾在淘宝上以低于市场价的价格,购买了一家景区的门票。但到出发前一天晚上,卖家突然称因人数不足无法出票。“虽然退款成功,但完全打乱了行程。”


  旅游业内人士介绍,这些价格特别低廉的团队票,多是针对旅行社散客拼团形式,有人数最低限制,并且要求统一时间集中验票。但“黄牛”往往是将门票以低价先挂出去,如果购买量达到出团人数,游客便能顺利拿到票。可一旦人数不足,游客只能被退款。


  一些在线旅游平台也成为低价“黄牛票”的重要来源。黄山旅游发展股份有限公司营销中心总监赵晖说,此前,为鼓励在线业务,景区曾对平台销售一张门票返利5元钱,但自2016年取消了返利。因为他们发现,一些电商和旅行社存在倒票的苗头。“他们将票倒卖出去流到线下,有的‘黄牛’就在景区门口现场把门票卖给游客。我们卖230元,他们就卖225元,扰乱景区现场管理,也影响了景区价格公信度。”


  专家建议完善门票预约制与实名制要双管齐下


  目前,一些地方旅游部门和景区已经意识到“黄牛”门票对市场的扰乱,采取办法打击这种乱象。如黄山风景区加大现场管理力度,采取“一个ID只能订购八张门票”的方法,提升违规操作的难度。武汉园博会曾打击过20多批次的“黄牛党”,并处罚相关违规操作的旅行机构。目前,该园博会的所有门票都可以实现追溯,即根据门票信息便可了解门票来源。


  中国社科院财经战略研究院副教授魏翔说,在加快建设国家公园等公益性景区背景下,景区“黄牛票”乱象将减弱公益性景区普惠制的福利效应,损害游客正当权益。


  中国未来研究会旅游分会副会长刘思敏认为,涉及公共产品与公共利益的景区门票带有社会福利性质,决不允许有“黄牛”据此牟利;而对于完全市场化的景区门票,如迪士尼乐园门票,则需要根据供求关系变化来体现市场价值。


  多位专家建议,加快完善门票预约制,并将实名制管理贯穿预约、现场查验等环节。这样既可以有效分流游客高峰,还可以堵住现行景区门票管理漏洞,让“黄牛”无机可乘,保障游客权益。
