　　福建法治报-海峡法治在线4月6日讯 “前段时间，泉州某生活用品有限公司拖欠南安市国土资源局国有土地出让金一案中，我们通过督促履行的方式，帮助政府追回国有资产5千万余元。”近日，南安市检察院民事行政检察科科长洪婉玲告诉记者。

　　今年1月，该院在行政检察监督工作中发现，泉州某生活用品有限公司于2014年8月在南安市国土资源局举办的国有建设用地使用权挂牌出让活动中连续竞得2宗地块，成交总价分别为3411万元和1118万元。双方约定该公司应于合同签订之日起360日内，一次性付清国有建设用地使用权出让价款。然而合同签订后，除先期支付的竞买保证金外，该公司迟迟未再缴纳国有土地出让金。

　　获知线索后，该院深入核查上述2宗地块的土地出让金欠缴问题。在核查中，承办人员洪婉玲和林阳滨发现，该公司在未缴纳上述土地出让金的情况下，又于2015年5月通过挂牌方式从南安市国土资源局竞得1宗地块，土地出让价款为2959万元，分2期支付。目前距双方约定的第一期缴纳时间已逾数月，但该公司还有887.7万元的土地出让款未缴纳。

　　“该公司所涉未缴纳金额较大，违法情节严重，应当尽快追缴，严防国有资产的流失。”经过核查，洪婉玲认为。为此，承办人员洪婉玲、林阳滨多次走访南安市国土资源局。走访中，她们发现该局在上述土地出让金收缴工作中存在可能存在不及时、不到位问题，遂向该局发出3件检察建议，督促其履行职责。

　　同时，洪婉玲对泉州某生活用品有限公司负责人进行约谈，告知其若再不缴纳，国土资源局可以依法行使诉讼权利。经多次协调，公司负责人迫于压力，终于同意将尽快补缴剩余的土地出让金。目前，上述3笔总计5416.7万元的土地出让金已全部追缴到位。

　　这3笔土地出让金的成功追缴仅是该院利剑出鞘打击土地出让金“老赖”的一个小小缩影。

　　今年来，该院加大力度开展土地出让金追缴监督工作，加强对土地出让金“老赖”的打击，通过参与市政府、财政局、国土资源局、市政局、有关乡镇（街道）等单位部门召开关于清理土地土地出让金欠款工作协调会，强化与相关部门的联动配合；同时，依托与国土资源局建立的土地出让金缴纳信息共享通报制度，积极走访国土资源局、财政局了解查询南安市土地出让金欠缴情况，针对核查中发现的土地出让金欠缴问题，向国土资源局发出规范行政执法检察建议8件，督促其依法行政，保护国有资产的安全。
