  全国土地出让收入在触及2014年4.3万亿元高点后,受经济增速放缓、土地市场需求不足等影响,2015年掉头直下,一年减少了9283亿元。而今年有可能继续下滑。


  从4.3万亿到3.4万亿


  财政部网站5日披露的2015年全国土地出让收支情况显示,当年全国缴入国库的土地出让收入跌破4万亿元,为33657.73亿元,同比下降21.6%。


  不过,在去年中央和地方陆续出台稳定房地产发展的政策后,土地收入复苏迹象明显。2015年第四季度土地出让收入止跌回升(同比增长9.5%),2016年前两个月,地方政府国有土地使用权出让收入也与同期持平。


  今年以来,个人住房贷款首付门槛降低,房地产交易契税营业税优惠政策出台,楼市成交量上升明显,全国卖地收入会否再次上扬?


  一直关注土地市场的上海财经大学王克强教授告诉《第一财经日报》记者,未来全国卖地收入涨跌难以判断,土地出让数量将保持稳定,土地出让价格成为关键,而价格又与今年经济发展紧密相连。


  不过,根据2016年中央和地方预算草案的报告,2016年地方政府性基金中的国有土地使用权出让(俗称卖地收入)预算收入为28248.6亿元,下降13.2%。全国卖地收入中,地方卖地收入占大头,这意味着政府对今年土地出让收入增速并不乐观,2016年全国土地出让收入或继续下滑。


  为何降幅如此大


  财政部总结2015年土地出让收入大幅下降的四点原因:土地市场需求不足;用地结构发生变化;出让面积继续萎缩;地价增速逐步趋缓。


  随着我国经济进入新常态,受经济增速放缓等因素影响,土地市场需求呈现不足状态。2015年,全国国有建设用地实际供应量为53.36万公顷,同比下降12.5%。


  而为了配合供给侧结构性改革,2015年国家在国有建设用地供应上实施差别化供地政策。分类型看,工矿仓储用地、房地产用地和基础设施等其他用地分别占土地供应总量的23.4%、22.4%和54.2%,三类用地占比分别较上年下降0.8、2.4和提升3.2个百分点。


  王克强告诉本报记者,国家降低如工矿仓储之类的建设用地,转而增加事关民生的基础设施等用地,这是一个好现象。由于基础设施用地价格较低,房地产用地和工矿仓储用地价格较高,因此用地类型结构的改变对于土地出让收入减收影响较大。


  在房地产高库存压力下,房地产开发企业对购置土地更加谨慎。2015年,全国土地出让面积22.14万公顷,同比下降18.6%,与上年相比下滑3.1个百分点。


  王克强认为,国家不再片面追求经济增速,而是强调经济增长质量,同时对建设用地采取总量控制,这让地方政府出让土地时变得更为理性,并加大力度盘活存量建设用地,也是导致地方政府出让土地收入增速下滑的原因。


  分地区来看,2015年大多数省份土地出让收入降幅明显,但也有深圳等少数地区逆势上扬。


  财政部数据显示,2015年土地出让收入中,分区域看,东部地区18797.99亿元,下降23.6%,占55.8%;中部地区8672.40亿元,下降17.3%,占25.8%;西部地区6187.34亿元,下降21.2%,占18.4%。


  分地区看,除深圳(36.9%)、西藏(1.8%)、厦门(1.2%)、甘肃(0.2%)4个地区同比增长外,其他32个地区均出现不同程度下降。其中,大连(-56.4%)、宁波(-54.1%)、内蒙古(-51.8%)3个地区降幅超过50%。


  财政部称,深圳市土地出让收入增长较快,主要是该市经济增长强劲,房地产市场交易火爆,土地资源相对稀缺,地价持续偏高所致。


  土地出让支出相应下滑


  由于土地出让收入大幅下滑,土地出让支出也相应下滑。


  财政部称,2015年全国土地出让支出主要呈现三大特征:成本性支出占支出总额的比重略有下降;征地拆迁补偿和补助被征地农民支出占比有所提升;土地出让收益注重向农业农村和保障性安居工程倾斜。

  财政部表示,当前,土地出让收支管理还存在一些问题,主要包括:土地违法案件未得到彻底遏制,大多数违法用地未缴纳土地出让收入,造成土地出让收入流失;土地市场化配置比例偏低,工业用地和基础设施等其他用地存在粗放利用现象,导致土地价值难以完全实现;一些地方仍存在减免或变相减免土地出让收入、通过空转等方式虚增土地出让收入和违规安排支出等问题,违规现象时有发生。


  财政部称,下一步,应加大对违法用地的打击力度,依法征收土地出让收入,避免土地出让收入流失。同时,扩大国有建设用地有偿使用范围,完善工业用地供应方式,建立有效调节工业用地和居住用地合理比价机制。
