国务院总理李克强4月6日主持召开国务院常务会议，决定实施《装备制造业标准化和质量提升规划》，引领中国制造升级；部署推进“互联网+流通”行动，促进降成本扩内需增就业；确定2016年深化医药卫生体制改革重点，让医改红利更多惠及人民群众。
会议认为，坚持标准引领，建设制造强国，是结构性改革尤其是供给侧结构性改革的重要内容，有利于改善供给、扩大需求，促进产品产业迈向中高端。会议通过了《装备制造业标准化和质量提升规划》，要求对接《中国制造2025》，瞄准国际先进水平，实施工业基础和智能制造、绿色制造标准化和质量提升工程，加快关键技术标准研制，推动在机器人、先进轨道交通装备、农业机械、高性能医疗器械等重点领域标准化实现新突破，并适应创新进展和市场需求及时更新标准，力争到2020年使重点领域国际标准转化率从目前的70%以上提高到90%以上。要弘扬工匠精神，追求精益求精，生产更多有创意、品质优、受群众欢迎的产品，坚决淘汰不达标产品，提振消费者对“中国制造”的信心，支撑制造业提质增效、提升国际竞争力。

会议指出，新一轮医改取得积极成效，人民的健康水平和人均预期寿命进一步提高。会议确定了2016年深化医改重点：一是将城市公立医院综合改革试点城市，由100个扩大到200个。开展县级公立医院综合改革示范。二是在全国70%左右的地市开展分级诊疗试点，开展公立医院在职或退休主治以上医师到基层医疗机构执业或开设工作室试点。年底前使城市家庭医生签约服务覆盖率扩大到15%以上。力争全部三级医院、80%以上二级医院开展临床路径管理工作。三是健全补偿机制，新增试点城市公立医院取消药品加成，严控不合理检查检验费用。年内实现大病保险全覆盖，让更多大病患者减轻负担。四是全面推进公立医院药品集中采购，建立药品出厂价格信息可追溯机制，推行从生产到流通和从流通到医疗机构各开一次发票的“两票制”，使中间环节加价透明化。患者可自主选择在医院或零售药店购药。建立常态短缺药品储备制度，增加艾滋病等特殊药物免费供给，加强医疗和药品质量监管。五是完善基层医疗机构绩效工资制度，鼓励试点城市制订公立医院绩效工资总量核定办法，建立与岗位职责和业绩相联系的分配激励机制，凸显医务人员技术劳务价值。六是推进基本医保全国联网和异地就医结算。提高基本医保和基本公共卫生服务经费人均补助标准。新增规范化培训住院医师7万名，其中儿科医师5000名。统筹推进各级人口健康信息平台建设和互联互通。
