　　中新网衡水4月7日电 (记者 崔志平)河北省衡水市公安局桃城分局7日在此间召开的新闻发布会上透露，该局辗转四省市成功破获“中国为民教育网”特大网络传销案，该案涉及全国20余个省市区、注册会员达18万余人。目前，已有14人被依法逮捕，该案现已经移送检察机关审查起诉。

　　2015年9月，衡水市公安局桃城分局网安大队在工作中发现“中国为民教育网”假借互联网教育之名，表面向群众贩卖互联网教育视频，背后却利用互联网鼓吹其营销模式能够让参与者迅速暴富，通过设立推荐奖、碰撞奖、领导奖等奖金模式，刺激会员以“拉人头”方式层层发展下线会员以获取高额返利。该局会同衡水市局网安支队成立专案组，着手对“中国为民教育网”网络传销活动开展秘密调查。

　　通过先期调查，民警发现“中国为民教育网”网站创建人和主要管理者系吴某(男，36岁，河南省方城人)，该网站会员众多，涉及地区广，参与人员多达18万余人，交易54万余单，层级达200余层，涉案金额特别巨大，网站注册收入已达到两亿余元，网站盈利收入5千余万元。

　　2015年9月16日，桃城警方对该案立案侦查，办案民警辗转北京、郑州等地，查询涉案账户30余个，打印纸质交易账单重量累计50公斤，通过扎实的资金查控工作，查明了涉案资金流向，涉及账户的基本情况、资金流量、存量以及涉案公司的组织体系和管理层人员架构，网站功能设置及分布地址。

　　9月17日，群众举报吴某将要召集全国各地传销骨干在河南新郑市开会，专案组迅速启动抓捕预案，分成两组提前赶赴北京市、郑州市展开抓捕和资金冻结的准备工作。2015年9月18日，专案组在河南省新郑市某酒店将犯罪嫌疑人吴某抓捕归案，涉案资金冻结组同时行动，在一个小时内成功冻结了吴某等人20余个账户，冻结资金两千余万元。随后各抓捕组先后在北京、济南、郑州、信阳、驻马店等地将王某(男，49岁，河南郑州市人)等14名传销组织高层人员抓获，并扣押奔驰、奥迪等高档汽车6辆，扣押涉案主机13台、冻结资金账户21个，成功破获“中国为民教育网”特大网络传销案。

　　经查：2012年犯罪嫌疑人吴某从“中国未来教育网”网络传销组织(该组织已于2013年被公安机关摧毁)“出局”后创办“中国为民教育网”，开发了相应的办公系统策划操纵传销活动。该网络以提供教育视频为名义，以直接、间接发展下线的数量作为计酬与返利依据，以高额回报引诱参加者继续发展他人成为该公司会员，以“日薪过万”等富于鼓动性的目标刺激传销组织迅速扩大，建立起层级分明的金字塔型传销网络体系。

　　目前，中国为民教育网已被关停，该网站服务器已被扣押封存。16名主要犯罪嫌疑人因涉嫌组织、领导传销活动罪被刑事拘留，其中14人被依法逮捕，该案现已经移送检察机关审查起诉。

　　警方在此间提醒广大人民群众，传销活动扭曲和误导群众的价值观，同时引发社会诚信危机，破坏社会经济秩序，不要被所谓“快速致富”“高额回报”诱惑，希望大家像远离毒品一样远离传销。(完)
