本报此前曾经就高炎龙案件进行过持续报道，河南三门峡农民高炎龙先是被认定为杀人犯并被判处死刑，经过其不断上诉和申诉，案件被发回重审，但17年过去后，他的案件始终没有开庭重审。
依据2016年1月1日起实施的新规定，高炎龙提出了国家赔偿申请。高炎龙提出的赔偿请求 分别是：1、要求书面赔礼道歉，恢复名誉，消除不良影响;2、要求赔偿被羁押2410天的赔偿金529525.20元(从1992年1月13日被带走控制 算起，至1998年8月21日取保候审释放日止，每日赔偿金额219.72元，按最高人民法院公布的2015年赔偿标准计算);3、要求赔偿经营损失 500000元;4、要求赔偿精神抚慰金1000000元。
2016年1月4日，高炎龙从三门峡中级人民法院领取了案件受理通知书，法院决定就其提起的国家赔偿申请立案。
