金立群：亚投行正研究加入新成员 香港将得到席位
中新社香港4月7日电  (陈逸舟)亚洲基础设施投资银行(以下简称亚投行)行长金立群7日在香港表示，将讨论令新成员国家和地区加入亚投行，也在努力研究香港加入亚投行的事宜，相信今年可以得到席位。
　　金立群在团结香港基金举办的论坛上发表演讲指出，亚投行将于本月底召开会议，商讨接纳新成员的程序。现在有超过30个国家和地区在等待加入亚投行，香港也在其中，相信今年香港可以得到席位。他强调香港可在亚投行发挥重要角色，例如发行债券及货币掉期等交易，未来也会有更多的金融活动在香港进行。
　　他表示，在吸纳新一批成员后，将来亚投行的成员国家和地区将会增至100个。亚投行不只是中国的银行，而是由持有75%股权的成员共同拥有、管理的。未来将提供经费给亚洲的基建项目，给发展中国家带来效益，减少贫穷，帮助亚洲的经济发展，共同繁荣。
　　金立群表示，亚投行今后的发展将面临更多挑战，例如如何满足其他国家的需求，基建不能以牺牲环境和当地法规为代价。他也指出，投资不是做慈善，会将积累的资本用在优质的项目上，相信投资发展中国家也可以获得可观收益。
　　香港中文大学经济学讲座教授刘遵义在论坛上表示，亚投行投资的都是领先于市场的项目，香港可以帮助亚投行扩大资本，将风险分层，令股份持有人分担风险。在债券市场上，也可以使投资人有退场机制，而不是在较为漫长的基础建设过程中始终持有股权，这样就可以吸引更多人对基建投资有兴趣。
